RESOLVED, that Celestine King be permitted to install and
operate an 11 -car capacity private off - street parking facility at the
southwest corner of Western and Harrison Avenues in Saint Paul, more
particularly described as Lots 1 and 2, Block 10, Terrace Park Addition
to the City of St. Paul, Ramsey County, Minnesota, in accordance with
plans approved May 9, 1963, subject to compliance with the provisions
of all ordinances governing the operation of parking lots and to the
condition that the sidewalks abutting said premises be kept clean and
free of ice and snow at all times.

Dear Madam:
This is in the matter of the application of Celestine King for a permit
to install and operate an 11 car private off- street parking lot on pro-
perty located at the 'southwest corner of Western and Harrison Avenues
which is described as Lots l and 2, Block 10, Terrace Park Addition.
This property was rezoned to "C" residenceon December 29, 1962
The site, which is vacant, is irregular in shape with a frontage of 161.17
feet on Western Avenue; 141 feet on Harrison Avenue and an average depth
from Western Avenue of 120 feet resulting in a total area of approximately
14,538 square feet. Northwest and across Harrison Avenue are various
commercial and residential uses which will be acquired for the Pleasant
Avenue Freeway; adjacent to the west and fronting on Haerison Avenue are
several older single- family residences; south and adjoining in this block
are several older single - family residences which front on Western Avenue;
east and across Western Avenue is the Jefferson School playground.
Field investigation discloses no basic objection as the property was
rezoned for this purpose. The Traffic Engineer has approved the plan
which meets the standards for this type of facility. The proposal meets
the required standards for this type of facility. The proposal meets
the required standards for density and building ground coverage.
In consideration of the above factors,. the Board of Zoning recommends
the granting of the permit for an 11 car private off - street parking lot
on the above described property in accordance with plans approved
May 9, 1963.
