hereas, The City of Saint Paui was

WHERE, the City of Saint Paul was one of the Charter members
of the League of Minnesota Municipalities in 1913; and
WHEREAS, there is a material difference of opinion among the
member municipalities constituting the League concerning pensi= coverage
of the Public Employees Retirement Association as to whether they-should
remain as they are presently, coordinate with OASDI, or allow employers to
provide OASDI coverage only; and
WHEREAS, the League of Minnesota Municipalities rather than
being an educational municipal information center has sponsored legislation
contrary to the best interests of the City of Saint Paul and Ramsey County
whose employees have almost 8 and 1/2 millions of dollars invested in
PERA and whose annuitants are currently receiving 1 1/4 millions of dollars
annually in benefits; and
WHEREAS, an interim commission has been appointed by the
legislature to investigatethe problem and report to the next session of
the legislature; therefore, be it
Min VED, that the delegates and the staff members attending
the League o Municipalities Convention to be held June 12 through 14 at
Mankato, Minnesota, are instructed to protest the actions of the League and
secure assurances that strict neutrality on the PERA -OASDI proposals shall
be maintained by the League Staff and their publications until this matter
is resolved.
