O'Connell City Clerk Building Dear Madam: SAINT PAUL SAINT PAUL 1, MINNESOTA\ May 1, 1963 a� This is in the matter of the petition of Richard Coverdale to rezone from "A" residence to commercial property located on the north side of East Third Street between Clarence and Etna Streets which is de .7. scribed as Lots 21 and 22, Block 14, Smith Sub. of Block 14, Stinson's Frances Street Addition. On March 4, 1963, the Commissioner of Finance reported the petition sufficient with the owners of 11 of a possible 15 (73.37o) tracts of land within the prescribed 100 foot radius having signed the petition. The site is vacant and varies in elevation. At the west property line, it is at the street grade of Third Street, at the east property line it is approximately ten feet below the street grade. The subject pro- perty has a frontage of 80 feet on E. Third Street and extends to a depth of 114 feet resulting in an area of approximately 9,120 square feet. As stated on the petition, it is proposed to construct a small office building for accountants, attorneys and a beauty shop. West and adjoining are several single - family residences; east and adjoin- ing is vacant land considerably below the street grade; north and adjoining is vacant land; south and across Third Street is a 2J story apartment building. Field investigation discloses that the breaking -off point for commer- cial zoning should be Third Street, and therefore it should not be extended to the north side of Third Street. The reclassification of this property would constitute "spot zoning" and would not be in keep- ing with the highest and best use of the land as the Proposed Land Use Plan indicates that it is best suited for single and two- family residences. In consideration of the above factors, the Board of Zoning recommends the denial of the petition to rezone the above described property a commercial district. A HCW:FGI Encl. Z.
