RESOLVED, by the Council of the City of Saint Paul, that hereby
official cognizance is taken and recorded concerning the considerable contri-
butions to the furtherance of the public welfare, by Esther Shepard, then a
distinguished citizen of said City, as Educator, Girl Scout Director, and
Civic Affairs participant during her consistently laudable and efficacious
career in the several fields of Education, Sociology, and Civics, which
terminated upon her demise on the 24th day of May, 1963; and be it
FURTHER RESOLVED, that hereby recognition is recorded concerning
her most worthy and constructively effective service as wife and mother
of a most estimable family of said City; that condolences hereby are
extended to her bereaved survivors, namely, George M. Shepard, Street
and Highway Engineering Coordinator of the City of Saint Paul;
Mrs. William E. Perry, Commander George R. Shepard, and Dr. Richard Shepard,
and that, posthumously this "Citation of Merit in-Public Welfare" hereby
is conferred upon said Esther Shepard, deceased; and be it
FURTHER RESOLVED, that the City Clerk hereby is directed to cause q,
copy of this Resolution to be prepared and delivered to the
surviving husband of said deceased, with all convenient speed.
