RESOLVED, that the Shell Oil Company be permitted to install and
operate a gasoline filling station at the southeast corner of Roblyn and
Snelling Avenues in Saint Paul, more particularly described as Lots 6
through 9, Block 2, Snelling Park Addition, in accordance with plans to be
approved by the City Planning Board, the installation to be under the -
direction and to the satisfaction of the Commissioner of Public Safety
and the Commissioner of Parks and Recreation and Public Buildings,
subject to compliance with the provisions of all applicable City
ordinances and State statutes and rules and regulations of public authorities
having cognizance, and subject further to the following conditions:
1. The aforesaid permit shall have no force and effect until
and after the Highway Department of the State of Minnesota and the
Planning Board of the City of Saint Paul have approved the installation.
2. That said permit shall not be the basis of any lawsuit to force
the State of Minnesota or to collect damages from the State of Minnesota
for failure of the State to grant approval of the proposed installation.
3. Such permit shall not take effect until - and-after written
acceptance of the terms of this permit has been,filed by said permittee
with the City Clerk, and said acceptance must be filed within 30 days of
the date hereof or said resolution is null and void.

Dear Madam:
This is in the matter of the application of the Shell Oil Company for a per-
mit to install and operate a new filling station on property located at the
southeast corner of Roblyn and Snelling Avenues which is described as Lots 6
thru 9, Block 2, Snelling Park Addition. The property is zoned commercial.
The site is presently developed with a two -story commercial building and parking
lot which was formerly occupied by the Johnston Mortuary and is now vacant, and
a single - family residence which fronts on SnellingAvenue. It is proposed to re-
move both buildings for the purpose of constructing and operating a filling station
on the site. The subject property has a frontage of 162.7 feet on the east side
of Snelling Avenue and 138 feet on the south side of Roblyn Avenue, resulting in
an area of 22,453 square feet. North and adjoining is the Twin City Freeway now
under construction; east and across an improved public alley is a single - family
residence fronting on Roblyn Avenue; west and across Snelling Avenue is a single -
family residence which fronts on Roblyn Avenue; south and adjoining is a single -
family residence fronting on Snelling Avenue.
It is the Highway Department's opinion that this site would be highly undesirable
for filling station use because of the traffic movements generated by this type
of facility. Field investigation discloses that there is a "right turn only "
traffic lane along the Snelling Avenue frontage indicating that anyone proposing
to exit onto Snelling Avenue in this lane would be required to make a right -hand
turn onto Roblyn Avenue which will ultimately be a one -way east -bound street and
ramp to the Freeway. The Traffic Engineer and City Engineer have reviewed the
plan which meets the standards for this type of facility and recommend approval
with the understanding that the northerly Snelling driveway may be ordered closed
by the City if actual operation reveals a traffic problem or hazard. The appli-
cant's plan meets all of the Highway Department's standards on driveway location.
The Board of Zoning considered this matter at its regular meeting on September 5,
1963, and recommends the granting of the permit fox's a new filling station on
the above described property in accordance with plans approved September 5, 1963
as reflected in final plans as of this date.

2 -5000, 1-4000 for storage of gasoline, 1 --1000 for fuel oils
and 1-550 for drain oil.
This installation will be installed in accordance
with the rules and regulations of the National Board of Fire
Underwriters and the St.Paul Fire Prevention Code, we therefore
recommend permission be granted.
