and materials for conversion of mobile radio equipment to comply with FCC
specifications effective October 31,1963, at a cost of approximately $2950.00,
without'further advertisement or competitive bids, pursuant to Section 291 of
the Charter of the City of St. Paul as an emergency exists where failure to act
promptly would work hardship to the best interests of the City.
