install and operate a 48 -car private off - street parking lot in
conjunction with four 12 unit apartment buildings to be constructed

Dear Madam:
This is in the matter of the application of the Hilltop Construction Inc.
for a permit to install and operate a 48 car private off- street parking
lot in conjunction with four 12 -unit apartment buildings to be constructed
on property located on the south side of Iowa Avenue and the north side
of Hoyt Avenue between Rice and Park Streets which is described as Lots 4,
5, 6, 7, 8, 9, 21, 22 and the north one -half of the vacated alley adjoin-
ing Lots 4, 5, 6, 7 and all vacated alleys adjoining Lots 8, 9, 21 and 22,
Block 8, Merrill's Division of Rice Street Villas. Lots 4, 5, 6, 7 and the
north one -half of the vacated alley adjoining were rezoned to "•C" residence
on July 27, 1963. Lots 8, 9, 21 and 22 and vacated alleys adjoining were
rezoned to commercial on February 18, 1958.
This is a vacant, "L" shaped tract of land having 100 feet of frontage on'
the north side of Hoyt Avenue and 260 feet on the south side of Iowa Ave-
nue, resulting in an area of 48,816 square feet. East and adjoining are
single- family residences fronting on Park Street and Hoyt Avenue; north
and across Iowa Avenue are a single - family residence and vacant lots zoned
`W' residence; west and adjoining and fronting on Rice Street are a fill-
ing station and vacant lots zoned commercial; south and across Hoyt Avenue
is commercially zoned property, formerly the location of the Schroeder Dairy.
The proposal meets the standards for density and building ground coverage.
The Traffic Engineer has approved the plan which meets the standards for
this type of facility. Because of the topography of the site, it is required
to construct adequate retaining walls along its easterly property line.
These plans have been reviewed and approved by the City Architect's office.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for a 48 car off- street parking facility
in accordance with plans approved August 15, 1963 and as reflected in re-
vised plans dated September 25, 1963.

You are hereby notified that the Council of the City of Ste Paul
will consider the matter of the application of Hilltop Construction,
Incorporated for permit to install and operate a 48 -car off - street
parking lot in conjunction with four 12 -unit apartment buildings.
The proporty is described as follows: Lots 4. 55 65 7, 81 91 21
and 22, Block 8, Merrills Division of Rice Street Villas and vacated
alley adjactint to said lots. The property is located on the south
side of Iowa and North side of Hoyt between Rice and Park Streets..
A public hearing will be held in the Council Chambers of the Court
House and City Hall in the City of St. Paul, at 10:00 a.m. on
September 263 1963.
