WHEREAS, the Commissioner of Public Utilities has reported, in accor-
dance with Section 53 of the City Charter, the existence of
an emergency during the period from September 16, 1963 to
September 30, 1963 inclusive which rendered necessary the
employment of certain employees of the Department of Public
Utilities for more than eight hours per day or forty hours
per week in doing the following work:

Making emergency repairs to street lighting circuits,
Making air pollution tests,
Making concrete block tests,
Supervising the activities of the City Market
and
this emergency arose by reason of the following facts and
circumstances:
Overtime work required to restore street lighting
service immediately for public safety,
Work necessary at irregular hours to complete tests
federal agency,
Completion of tests requiring continuous attention,
Work made necessary on regular days off because of
increased activity at the City Market,
therefore, be it
that the proper city officers are hereby authorized to pay
the employees who performed such work in accordance with
the provisions of the Councils salary ordinance, Ordinance
No. 6446.
