RESOLVED: That Restaurant, On and Off Sale Malt Beverage and Cigarette licenses,
No. 3201, all expiring July 1, 1964, and issued to Fred W. Fabian at
1834 St. Clair Avenue, be and the same are hereby revoked upon the
recommendation of the Bureau of Police because of the arrest of Ralph
Espenson on the charge of Furnishing Malt Liquor to Minors at this
place of business, being sent to court thereon, and pleading guilty
.thereto, end being fined $100.00.

Dear Sirs:
I have been a 3.2 beer and restaurant license holder at the
same location for twenty -two years without any violations or police
trouble .
My bartender, Ralph Espenson, has also been in this type of
business for himself during the last ten or twelve years, and he also
lies a clean record and a good reputation.
Three of the people involved in this violation were twenty years
old. Without a standardized identification card, people in this age
bracket who deliberately and intentionally enter a tavern for beer,
present a real problem and no protection for a bartender working alone.
Considering all of these facts, I respectfully request leniency,
that is, a fine rather than revocation of my licenses. As I maintain

a home and support four teen -age children,"a monthly income is very
essential. Revocation of the license would disrupt this business for
a considerable period of time even if the license is reinstated.
