COUNCIL RESO UTI�ERAL FO%LISHED :6_-. 3 DATE — RESOLVED, by the City Council of the City of Saint Paul, that, in its own behalf and in behalf of the citizenry of Saint Paul, it hereby urges the Minnesota Educational Association and its Executive Board to reverse their decision so that their 1964 State Convention may be held in Saint Paul and that their meetings each year may be rotated between Saint Paul and Minneapolis as has been done for nearly half a century; _RESOLVED FURTHER, that the attention of the Minnesota Educational Asso- :elation and its Executive Board hereby is called to the fact that the facilities provided by the Saint Paul Municipal Auditorium for,their conventions and meetings are superior to any other available in this area and to the further fact that the free use of the Municipal Auditorium has been in the past and is now offered by the City of Saint Paul for the purposes mentioned herein, and that the prospective loss of these important meetings which have been alternated between the two Cities for nearly fifty years, is serious and veryregrettable; RESOLVED FURTHER, that the City Clerk be directed to send a copy of this Resolution to the Execut _B_oard of the Minnesota Educational Council File No., 21'4886 —By James J. A letter received by several members from Mr. Mel Jones, Executive Director of the St. Paul Convention Bureau, was discussed. In this letter Mr. Jones lamented the fact that the Minnesota Educational Association had decided to hold its 1964 State Convention in Minneapolis instead of St. Paul. He further states that it has been traditional for nearly a half a century for the MEA to alternate their state convention between the two cities and that 1964 was the year it normally would be held in St. Paul. It was the unanimus opinions of the committee that some concerted effort should be made to persuade the MEA executive board to reverse their decision and continue to alternate their meeting between Minneapolis and St. Paul as they have in the past. Since this is primarily the concern of the city of St. Paul, we are hereby requesting that your body send a resolution to the MEA executive board requesting they reverse their decision and decide to hold their 1964 State Convention in St. Paul and continue to rotate this meeting each year as they have in the past. SUITE 330 • FIRST FEDERAL BUILDING SAINT PAUL 1, MINNESOTA Area Code 612 222 -2721 September 6, 1963 I appreciate very much the concern you, and other members of the Ramsey County delegation I have been able to talk to, have shown in the proposed by- passing'of Saint Paul in favor of Minneapolis by the Minnesota Educational Association in regard to their State Convention. Sorry time did not permit me to talk to eveiy one. Here is a recap of the situation as I see it: 1. Mr. Al L. Gallop's office called at noon September 4 stating it was urgent I meet with him at 1 :30 p.m. Despite the short notice and having to cancel a previous appointment, I did so. 2. Mr. Gallop, along with Dr. Applegate of Saint Cloud, advised me that the MEA Board of Directors had voted on August 12 to renege on their definite commitment to Saint Paul for their 1964 State Convention and switch it to Minneapolis... not only for 1964 but for the future as well. The reason given was that Minneapolis had many more hotel rooms than Saint Paul. This I admitted. It has been true for years. Since many of the persons attending these meetings reside in the Twin City area, this point seems relatively irrelevant. I pointed out that Saint Paul had superior Auditorium facilities and Mr. Gallop concurred, volunteering the information that Saint Paul also provided such facilities free whereas Minneapolis charged them. I suggested that was another good reason why they should remain in Saint Paul, I questioned the delay in notifying us of this situation and requested that everything pertaining to the matter of cancellation be sent to me in writing, >3 M_E_M E3 E RJE1 NTERNATIONAL ASSOCIATION OF CONVENTION BUREAUS Mr. Nicholas D. On September 5 I sent Mr. Gallop a wire respectfully requesting he reconsider the proposed shift and further requested he call a special meeting of his Board of Directors to be held in Saint Paul and allow leading citizens of Saint Paul to appear before the Board. Incidentally, I understand an attempt had been made last December to shift the site away from Saint Paul but that move failed. The August 12 meeting was held in Saint Cloud. 4. After receiving my telegram, Mr. Gallop called. He stated he merely followed actions of his Board of Directors and assumed they reflected the wishes of the membership they represented. Said he would present telegram along with his letter to me at board meeting on October 4. I have not received his letter as of this writing. The prospective loss of this important meeting, which has been alternated between Saint Paul and Minneapolis for almost half a century, is serious indeed. It occurred to me that members of the Ramsey County delegation might consider this a bi- partisan issue on which they could find unanimous agreement. If so, I would welcome as much strong support as can be mustered by the legislative group, collectively and individually, to convince the Board of 'rectors of the Minnesota Education Association they should ld,their 1964 meeting in Saint Paul and continue to rotate be the two cities.
