COMMISSIONER
RESOLVED, by the Council of the City of Saint
Paul, that the proposed construction, reconstruction,
expansion and modification of the Juvenile Boys' Correction
Facility known as "Boys Totem Town" to be provided for and
undertaken by Detention and Corrections Authority of the
City of Saint Paul and the County of Ramsey, at a cost of
r` not to exceed $600,000, under and pursuant to Chapter 353,
Session Laws of Minnesota for 1955, as amended, theretofore,
and by Chapter 556, Session Laws of Minnesota for 1963, hereby
is in all things approved, such cost to be borne in equal
portions by said City and said County as provided by said
Act, as amended; said "Boys Totem Town" constituting an in-
tegral part of the established Joint City and County De-
tention Facilities and the Joint City and County Workhouse
of the City of Sault Paul and the County of Ramsey and the
subject Project hereby approved contemplating the expanding,
enlarging, modifying and equipping of said "Boys Totem
Town ", under and pursuant to the pertinent provisions of said
Act, as amended.

Your office has received a request from the Detention & Corrections
Authority through the City Comptroller's Office to prepare the
necessary City Ordinances required for the proposed bond sale of
$300,000 for the construction and renovation of Boys Totem Town.
In this connection, Section 3, Chapter 556, Laws of Minnesota for
1963 provide that when the Detention & Corrections Authority under-
take a building project including any expansion or modification of
any existing facility, the approval for same should be concurred in
by Resolution of both the City Council and the County Board.
The Detention & Corrections Authority has signified its intention of
engaging in the construction, remodeling and expansion of Boys Totem
Town, a facility operated by the Detention & Corrections Authority
and has been authorized to expend for this purpose a sum not to ex-
ceed $600,000, this amount of $600,000 to be provided equally by the
City of St. Paul and the County of Ramsey.
With the expression of this intention by the Detention & Corrections
Authority, I would appreciate the preparation of the appropriate
Resolution to the City Council of the City of St. Paul setting forth
its concurrence with the action taken by this body.
