WHEREAS, City Architect, has requested the City
Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in re-
moving a dangerous structure at 1587 Ross Street, more
particularly described as'East 5 feet of West 60 feet of
Part North of said alley; and subject to Avenue, the East
40 feet of Part South of alley adjoining Seventh Street,
Lot 89 Block 3, Cruickshank's Garden Lots; and
WHEREAS, it appears that the last known record
owners of the property are Francis E. Young and Betty Ann
Young, 1164 East Seventh Street, Saint Paul, Minnesota,
therefore be it
RESOLVED, that the City Council of the City of
Saint Paul hold a public hearing in the Council Chamber
at 10 o'clock A.M. on the

Gentlemen:
A statement of expense has'been filed with the City Clerk on this
date for the purpose "of creating a lien on the property known as
1587 Ross Street, described as East 5 feet of West 60 feet of Part
North of said alley; and subject to Avenue, the East 440 -feet of
Part South of alley adjoining Seventh Street, Lot 8, .Block 3,
Cruickshank's Garden Lots.
This property is owned by Francis E. and Betty Ann Young, 1164 East
Seventh Street, Saint Paul, Minnesota.
In this matter, the following resolutions were adopted by the City
Council:
C.F. 210197, ado ted by the Council December.4, 1962 (published
December 8, 19625 set a public-hearing at 10 A. M. December 27,
1962.
C.F. 210572, adopted by the Council'December 28, 1962 (published
January 5, 1963) ordered the wrecking by and at the separate cost
and expense of the owner, occupant,. or other person in control
thereof.
C.F. 210957, ado ted by the Council January 24, 1963 (published
January 26, 19635, directed the Commissioner of Parks And Recrea-
tion And Public Buildings to enter the premises and wreck and re-
move the dwelling and do any and all things therein necessary for
the protection of life, limb and adjoining property.
C.F. 211669, adopted by the Council March 15, 1963 (published d�
March 23, 1963), approved the award of the contract for wrecking
to A. Kamish Company for the sum of $32b.00 in accordance with
specifications and Informal Bid No. 5068.8
C.F. 213351, adopted by the Council June 18; 1963 (published June
22, 1963) provided that the wrecking expense of $325.00 and expense z
of the Department of Parks And Recreation And Public Buildings in

connection with the condemnation in the amount of $51.21, making
a total of $376.21, be paid out of Wrecking Condemned Buildings,
31 G 22, and, in the event said sum proves collectible from the
owner, same is to. be credited to 31'G'22.
The building has'now been satisfactorily wrecked and a register-
ed bill mailed to the owners.
We are requesting that you hold a public hearing with•ten days'
notice to consider any complaints about the expenses incurred
and to confirm the amount. The Council resolution confirming
the expense should end with a directive to the City Clerk to
file a statement of expense for the purpose of securing a lien
on the property.

of Deeds for the purpose of creating a lien °on the property known
as 1587 Ross 'Street, described as the East 5 feet of West 60 feet
of part north of said alley; and subject to Avenue, the East 40
feet of part south of alley adjoining Seventh Street, Lot 8, Block
3, Cruickshank's Garden Lots. The property Was listed in the name
of Frank E.,and Betty Ann Young, 1164 East Seventh Street, Saint
Paul 6, Minnesota.
The expense was incurred by reason of the wrecking and removal
of the dangerous one and one half story single family dwelling.
Following is an itemized statement of the expenses as per Regis-
tered Bill No. 4 -2212, dated June 11,, 1963 copy attached.

official paper on August 31, 1963.
This has reference to the property a 1587 Ross Street, describ-
ed as East 5 feet of West 60 feet of art'Nort said alley;
and subject to Avenue, the East 40 f(Et o South of alley
adjoining-Seventh Street, Lot 8, Block 3, Cruickshank's Garden
Lots, owned by Frances E. and Betty Ann Young, 1164 East Seventh
Street, Saint Paul 6, Minnesota, and confirms the expense in-
curred by the City in the condemnation and wrecking of the
one and one half story single family dwelling thereon, which
amounted to $376.21.
As you will note, the final paragraph of this resolution dir-
ects the City Clerk to file, in the office of the Register of
Deeds, a statement of expense incurred, for the purpose of se-
curing a lien on the property, in accordance with Section 1.07
-7 of the Saint Paul Legislative Code.
