Council City of Saint Paul Gentlemen: This office has received a request from William T. Cavanaugh of 1817 East Seventh Street, who desires permission from the Council to erect a six foot high basket weave redwood fence on the east side of his property starting with the alley and going south 100 feet to the front of his house and then another 30 feet of three and one -half foot high fence. Our inspector has inspected the premises and finds that the house to the east of 1817 East Seventh is only four feet from this line and the proposed six foot high fence would have the effect of appearing to cage in the neighbor and this neighbor objects to having this high fence so close to his rear door. It is our recommendation that a six foot high fence other than solid board be okayed from the alley to a point even with the back of the neighbor's house on the east side, then five feet high to the front of Mr. Cavanaughts house and then to drop down to the legal three and one half foot high to the sidewalk.
