07-309Council File # � 7 �a Green Sheet # 3 p37 �'73 RESOLUTION O� SAINT PAUL, MINNESOTA � Presented by 1 2 3 4 5 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 WIIEREAS, under the federal SAFETEA-LU Transportarion Act enacted in 2005, Minneapolis and adjoining communities have been allocated funds imder the Non-Motorized Transportarion Pilot Program; and WHEREAS, the Non-Motorized Transportarion Pilot Program will test how infrastructure improvements, combined with planning, public educafion, and promotion can increase the number of people bicycling and walldng and reduce driving with a focus on connecrions in and out of Minneapolis by bicycling, walldng or public transit; and WHEREAS, Transit for Livable Communities is adtninistezing the Non-Motorized Transportarion Pilot Program and is soliciring projects to be funded under the program; and WHEREAS the Department of Parks and Recreation, Planning and Economic Development and Public Works have reviewed the qualifying and ranking criteria far the program, and based on the qualifying criteria, city programs, plans and needs, submit the following projects for submittal to Transit for Livable Communiries for review, rating and recommendation for Non-Motorized Tmnsportation Pilot Program funding: • Marshall Avenue Bicycle and Pedestrian Improvements — Mississippi River Boulevard to Crefin Avenue • Como Avenue Bicycle and Pedestrian Improvements — West City Limits to Raymond Avemie • City of St. Paul Bicycle and Pedestrian Facilities Operational Improvements • Central Corridor LRT Bicycle/Pedestrian Connection Planning THEREFORE, BE TT RESOLVED, that the City Council has reviewed the above referenced projects, and approves that they be submitted to the Transit for Livable Communifies for review and possible funding under the Non- Motorized Transportation Pilot Program. BE IT FURTHER RESOLVED, if funding is approved for any of the above referenced projects, the proper city officials are hereby authorized and directed to execute gant ageements for the projects and implement the acrivifies as specified. Tzansit for Livable Communities is administering the progam. The City of Saint Pau1 has identified four (4) projects. _ Advantages If Approved: The City of Saint Paul could receive Federal funding for projects which can increase the nvmbet of people bicycling and wallcing.
