07-302Council l�le # � � �� Green Sheet # 3p3`7 qqO RESOLUTION '3 CITY OF S,(�INT PAUL, MINNESOTA Presented FY2007 CONSOLIDATED PLAN (CDBG,ESG,HOME) SUBMISS{ON WHEREAS, the Council of the City of Saint Paui did approve, upo� the recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2007 Community Development Block Grant (CDBG) Program as part of the 2007 Capital Improvement Budget and the 2007 Special Funds Budget; and 10 11 12 13 14 15 16 17 18 19 20 21 ?Z 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 WHEREAS, the appropriate public hearings on the 2007 Consolidated Plan have been held in accordance with the requirements of the U.S. Department of Housing and Urban Development; now, therefore, be it RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2007 Consolidated Plan to the U.S. Department of Housing and Urban Development in such form as prescribed by the regulations of said Department; and be it FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2007 Submission for Federal Assistance; and be it FURTHER RESOLVED, that upon notification ofi approval of the City of Saint Pau1's 2007 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Council does hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S. Department of Housing and Urban Development and the City of Saint Paul for the 2007 Programs; and be it 0 7 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 FURTHER RESOLVED, that the proposed financing for the 2007 HUD Programs is provided in the following manner: 2007 HUD Resources 2007 CDBG Entitlement 2007 ESG Funding 2007 HOME Funding 2007 ADDI Funding CDBG Program Income Total and be it $ 8,225,675 354,170 2,277,962 43,160 1.890,325 $ 12,791,292 FINALLY RESOLVED, that the projects and activities to be financed through the HOME and ESG programs will be selected through separate processes, and will come before the Mayor and City Council at a future date. The CDBG funding has been budgeted as part of the Ciry's 2007 budget. Acqvities to be funded with AOME and ESG funding are selected tluough separate processes, and will come before the Mayor and Council at a future date. Advantages If Approved: The City will receive iPs 2007 funding after HI7D has reviewed and approved the Consolidated Plan. Disadvantages If Approved: None. Disadvantages If Not Approved: The City wiLl not receive iYs 2007 HUD funding.
