appeal of Spiegler Construction to relax the density standards and their applica-
tion for a permit to install and operate a 24 -car off - street parking lot in
conjunction with a proposed 23 -unit apartment building to be constructed on
the south side of Grand Ave. between Fairview Ave. and Wheeler St., also described
as Lots 8, 9, 10, Block 4. Elmer & Morrison's Rearr. of part of Macalester Park,
in accordance with plans approved June 6, 1963-

Dear Madam:
This is in the matter of the Spiegler Construction Company's 1) appeal
to relax the density standards of Chapter 60.24 of the Legislative Zoning
Code, and 2) application for a 24 car off - street parking lot in conjunction
with a proposed 23 unit apartment building to be constructed on property
located on the south side of Grand Avenue between Fairview Avenue and
Wheeler Street which is described as Lots 8, 9, 10, Block 4, Elmer & Morri-
son's Rearr. of part of'Macalester Park. The property is zoned commercial.
The site is developed with three single - family residences which will be
removed for the proposed apartment building. The property has a frontage
of 150 feet on Grand Avenue and extends to a depth of 152'feet, resulting
in an area of approximately 22,800 square feet. Because the site is 200
square feet short of the required 23,000 square feet,, it is required to
secure Council approval for the necessary relaxation. West and adjoining
is a parking lot of a former supermarket; north and across Grand Avenue
are three single- family residences and a recently constructed apartment
building; west and adjoining is a large residence; south across a public
alley are single - family residences which front on Lincoln Avenue.
Field investigation discloses no basic objection to the relaxation as
requested as the applicant can provide the necessary off-street parking,
as well as reasonable yard area. The applicant meets the allowable build-
ing ground coverage standards. The Traffic Engineer has approved the plan
which meets the standards for this type of facility.

In consideration of the above factors, the Board of Zoning recommends 1)
the granting of the appeal to relax the density standards of Chapter 60.24
of the Legislative Code to permit the construction of 23 units, and 2) the
granting of the permit for a 24 car private off - street parking lot on the
above described property in accordance with plans approved June 6, 1963.

We request relaxing the density standards of Section 60 -24 of
the Leglislative zoning code to permit construction of a
23 -unit apartment building and parking lot on lots 8, 9, 10
Block 4, Elmer and Morrison's Re., of part of Macalester
Park.
This-property contains 22,800 square feet of land instead
of the necessary 23,000 square feet. However, all other
requirements are easily met.
