[N[TtarING rxosLEmt,1SSUE, orPOxTUNi'rY (Wno, wnat, when, wnere, wny): Saint Paul Regional Water Services requested that Human Resources study the composite duries of a position to determine the appropriate compensarion and classificarion. Our of&ce detemilned that the posirion should be allocated to the existing classification. However, a change in the class title and level of compensarion was waiianted. The new title for tlus class�cation is Information Services Manager-SPRWS and compensation should be set at grade 25. This one-grade increase is warranted due to the increased scope of responsibilities associated with this single-incumbent class. Tlus position manages and supervises the work plans, ditection, cooidination, implementarion, and maintenance within the infor[nation technology environment of Saint Paul Regional Water Services (SPRWS). The position coordinates technology efforts that involve analyzing and organizing efficient, cost-effective procedures, estabiishing standards and best practices, setting priorities, administering SPRWS information tecYmology security, and foxmulating goals and objecrives. ADVANTAGES [F APPROVED: Appropriate compensation will be assigned to the classification in accordance with the City job evaluarion system DISaDVANTAGES IF APPROVED: Salary cost to the water utility is $2 ,582 -$3,543 biweekly or $67,398 -$92,473 yeazly. We have reviewed relevant job informarion, interviewed the incumbent and immediate supervisar, and compared the position with related classes and positions including IS Manager, Technology Manager, IS Manager-Water Utility and Civil Engineer IV classifications. This study indicates that the position is working within the class concept of Information Services Manager — Water Utility. However, the position is functioning at grade leve125 of the Saint Paul Supervisors Organization bargaining unit salary schedule. There is an expert level of competence expected of this position that includes a major role in project management activities that extend beyond IT functionaliry. Should you choose to reallocate the position, a resolution must be approved by City Council. You will then need to initiate a Reallocation Certification and send it through the required process. If you choose not to implement this recommendation, you may undertake other measures to change the assigned compensation level far the position. This may require reshucturing not only this individual posirion, but other positions within Saint Paul Regional Water Services. We have notified the incumbent that the study has been completed and directed her to contact the Deparhnent Director ar the HR Liaison within the next two weeks if there has been no communication from administration. Directs and superoises the selection, installation, and maintenance of hazdware and softwaze for the SPRWS. Manages department technology operarions by providing direcrion, uaining, and guidance to technology project managers, team leads and technical staff.
