FURTHER RESOLVED, that the Mayor is authorized and directed to
execute two copies of the letter of acceptance referred to in Colonel
Strandberg's letter, and to send them to Colonel Strandberg, a copy of
said letter of acceptance being also attached hereto and made a part

Re:. Formal Transfer of the Vocal Flood
Protection Project at St. Paul to
the City of St. Paul, Minnesota
The St. Paul phase of Local Flood Protection at St. Paul and South
St. Paul, Minnesota, Mississippi River has now been completed in
accordance with the congressional authorization therefor. A joint
inspection of the completed work was made on 28 June 1963 by represen-
tatives of the Corps of Engineers, St. Paul District Office in company
with representatives of the City of St. Paul, which city will be
responsible for the operation and maintenance of said project.
Pursuant to existing regulations the City of St. Paul, Minnesota,
the duly qualified and acting commissioners of the City Council and the
superintendent to be appointed by the City of St. Paul to be responsible
for the maintenance and operation of the.completed project are hereby
formally notified that this project is hereby transferred and turned
over to the City of St. Paul as of the 15th day of July 1963 for
maintenance and operation in accordance'with the requirements of the
authorizing legislation and assurances �f said City of St. Paul that
it would maintain and operate the project -Ja accordance with the
regulations prescribed by the Secretary of `the, Army.
This transfer is subject to the following listed deficiencies which
will be corrected prior to 1 November 1963:
a. Seeding and sodding. ,

b. Alterations to Closure Structure No. 7.
Control regulations governing the maintenance and operation of
' flood control works such as the St. Paul Flood Control Project are
contained in Part 208, Chapter 2, Title 33, Navigation and Navigable
Waters, Flood Control Regulations, which is inclosed in triplicate.
Supplementary instructions pertaining to your project wi11 be furnished
you at an early date in the form of an Operation and Maintenance Manual.
These instructions will supersede the interim instructions which are
being furnished only as a guide until the-manual is completed.
