RESOLUTION APPROVING THE USE OF WARD 5
2FIOOD STAR INVESTMENT INITIATIVE PROGRAM FUNDS
WHEREAS, on February 14, 2007 the Neighborhood STAR Boazd reviewed Sparc's proposal for Blooming Rice Sueet; and,
WHEREAS, the Blooming Rice Street Project will make a significant aesthetic improvement to Rice Street with the addition of
cement planters, ornamental fixtures and a new enh�ance sign; and,
WHEREAS, it is the intent of the Saint Paul City Cou�ci] to participate in the fmancing of these activities by providing a total of
$25,000 from the Ward 5 Neighborhood Initiative Investment Program allocation; and,
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines in regazds to the
$1 for $1 matching fund requirement and a waiver of the fixed unorovement requirement is recommended; now, therefore be it
RESOLVED, that upon recommendation of the Mayor, pursuant to Section 10.07.4 of the City Charter, the Ciry Council does
hereby amend the 2007 budget for the N.I.I.P. progam in the following manner:
