RESOLVED, upon the appeal, by Minnesota Mining
and Manufacturing Company, concerning the subject premises
situate in the City of -Saint Paul, described as follows:
Lots 4 and 3 except the east 22 feet thereof,
Block 549 Arlington Hills Addition to Saint
Paul, according to the plat thereof on ale
and of record in the office of the Register
of Deeds in and for Ramsey County, Minnesota,
being located on the south side of Bush Avenue
between Arcade and Weide Streets;
that the provisions of the Zoning Code hereby are deter-
mined and varied as and to the extent necessary therefor
and that the sideyard off - street parking facility setback
line in respect of the west line of said premises hereby
is established as that coincident with the west line of
said premises without any buffer setback requirement and
that pursuant to the pertinent application of said Company,
the said Company hereby is granted a permit for the establish-
ment, maintenance and operation of a 26 -car capacity off - street
'motor vehicle parking facility on said premises, in conformity
to the approved plan therefor herewith filed and subject to
said Company's compliance, otherwise, with all applicable
provisions of municipal ordinances, state statutes and rules
and regulations of public authorities having cognizance.

The City Council requested that you prepare a resolution granting the
attached appeal of Minnesota Mining and Manufacturing Company for permission
to relax the required 8-ft. sideyard setback for parking lots to zero feet
and application of the same for permit to install and operate a 26-car off - street
employe parking lot on property on the south side of Bush Ave. between Arcade and
Weide Sts., on Lots 4 and 3 except the east 22 ft. thereof I Block 54, Arlington

This is in the matter of the Minnesota Mining and Manufacturing Company's
1) appeal to relax the required 8 foot sideyard setback for parking lots
to zero feet, and 2) application for a permit for a 26 car off-street employee
parking lot on property located on the south side of Bush Avenue between
Arcade and Weide Streets. The property is described as Lots 4 and 3 except
the east 22 feet thereof, Block 54, Arlington Hills Addition.-The zoning is
light industry.
The subject property is developed with a single- family residence which
will be removed for the proposed development and has a frontage of 58 feet
on the south side of Bush Avenue extending to a depth of 125 feet resulting
in an area of approximately 7,250 square feet. To the north and east are
industrial'developments of the applicant; west and adjoining is a_single-
family residence; south and across a public alley are single - family residences
fronting on Reaney Avenue. In order to utilize the property in its entirety
for parking purposes, it is necessary to secure Council authorization to re-
lax the required 8 foot setfor parking lots adjacent to a residential develop-
ment. The property owner affected has indicated that he has no objection to
the requested relaxation.
Field investigation discloses no basic objection as the properties in the
area are in a transitional stage, and it is felt that ultimately this area
will be entirely industrially developed. The Traffic Engineer has approved
the plan which meets the standards for this type of facility.
In consideration of the above factors, the Board of Zoning recommends the
granting of the appeal to relax the required 8 foot sideyard setback to
zero feet along the west property line and the granting of the permit for
a 26 car off - street parking lot on the above described property in accordance
with plans approved May 23, 1963.

In accordance with Section 64.03 of the Zoning Code of the City
of St. Paul and the particular power given you under Subsection (i) therein,
we, the undersigned, wish to have Zoning Code Section 60.23(5) (d).relaxed
to allow us a parking permit in accordance with the enclosed parking plan.
We are presently negotiating for the purchase of the premises
known as 806 Bush Avenue, St. Paul, Minnesota, and it is our desire to
use the said area for the parking facilities shown on the enclosed plan.
Section 60.23(5) (d) of the Zoning Code would prevent us from
providing a second row of-parking spaces since the width of the property
to be purchased is fifty -eight feet, and the eight foot "buffer" required
by the Zoning Code makes the second row impossible.
We respectfully petition that you allow us to extend our parking
lot to the west line of the property we seek to purchase, as indicated
on the enclosed plan.
We ask that you give particular consideration to such factors
as the light industrial district in which the property lies, and the
urgent need which we have for parking facilities in that area.
