S WHEREAS, The Commissioner of Public Works has reported, in accordance ` with Section 53 of the City Charter, the existence of an emergoncy during the period from July 1 to July 15, 1963 which rendered necessary the employ- ment of certain employees of the Department of Public Works for more than eight hours per day or forty hours per week in going the following work: Emergency street, building, sewer and bridge repair Dispatching men for emergency repair work Dispatching motor vehicles for all emergency work Operating equipment on emergency repair work Emergency calls for sewer maintenance Tending fire at Asphalt Plant on Sundays and holidays Taking care of complaints at city yards Drawing plans and specifications for grading and paving jobs Mineographing grade profiles and revising house numbers Servicing municipal equipment Making up sidewalk assessment reports Inspecting city improvement jobs And WHEREAS, This emergency arose by reason of the following facts and circumstances: Necessity of answering all emergency repair calls, keeping city streets free from debris, keeping fires at Asphalt Plant con- tinuously, taking complaints at City Yards, completing plans and specifications for grading and paving jobs, need for grade pro- files and house numbers, completing sidewalk assessment reports, keeping city equipment in good running condition, and inspecting work done by contractors on street and sidewalk work.
