Section 1. That the Zoning Code, Chapters 60 to
641 inclusive, of the Saint Paul Legislative Code, pertain-
ing to Use Districts, Height Districts, and Rezoning of

be and the same is hereby further amended so as to rezone

office of the Register of Deeds in and for
Ramsey County, Minnesota, being located on

Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.

This is in the matter of the petition of Jos. W., Laber to rezone from
it A" to "C" residence property located on the south'side of Larpenteur
Avenue between Rice and Park Streets which is described as Lots 6 and 7,
Block 1, Merrill's Division of Rice Street Villas.
On May 9, 1963, the Commissioner of Finance reported the petition
sufficient with the owners of 8 of a possible 12 (66 2/3%) tracts of
land within the prescribed 100 foot radius having signed the petition.
The site is vacant and approximately at the street grade of Larpenteur
Avenue. As indicated on the petition, it is proposed to develop the
site with an 11 unit apartment building. Directly adjoining to the
east and west are single - family residences fronting on Larpenteur Avenue;
north and across Larpenteur Avenue,in the village of Maplewood, is a
large residence, also vacant land; south and across an unimproved public
alley are several platted lots classified in the "A" residence district,
and two vacant lots in the commercial district all of which front on un-
improved California Avenue.
The Board of Zoning considered this matter at their regular meeting on
May 23, 1963, and because of the proximity of the commercial uses on
Rice Street, and the heavy traffic on Larpenteur, recommend the grant-
ing of the petition to rezone the above described property to a 1tC"
residence district. "
