Gasparre, concerning the use of said appellant's real estate situate in the City of Saint Paul, described as Lot 20, Block 2, Webster Addition to City of St. Paul,,Ramsey CovMinn., abutting on the north line of Randolph Avenue between Davern and Wheeler Streets, that the provisions of the Zoning Code hereby are determined and varied, as respects the use of said premises, so as to permit a maximum building ground coverage thereon constituting 39 per cent of the area of the same and to accommodate the construction, maintenance, and operation thereon of a structure which shall incorporate four residential apartment units and two offices, and,-accordingly, a special permit hereby is granted for such development and use of said premises, provided that, otherwise, said permittee hereunder shall comply with the provisions of all applicable City ordinances and State statutes and rules and regulations of public authorities having cognizance. Gasparre for a relaxation of the building ground coverage standard of Chapter 60.24 of the Legisla- tive Code to permit the construction of buil erty located on the north side of Randolph Avenue between 'and Wheeler-Street which is described as Lot 20, Block 2, Webster s Addition. The property is - zoned commercial and has been since the enactment of the Legislative Zoning Code in 1922. r � The site, which is developed in part with a two -car garage, has a frontage ` of 40 feet on Randolph Avenue and extends to a depth of 125.98 feet, resulting in an-,area of 5,039 square feet. It is proposed to develop it t with a 2 1/2 story structure which will consist of four apartment units and two offices. South and across Randolph Avenue is the St. Paul Academy; west •'.• and adjoining is a two - family residence; to the east and adjoining is a five - unit apartment building; north and across a public alley and fronting.,,on James Avenue are single - family residences. Chapter 60.24 of the Legislative Zoning Code requires a maximum building ground coverage of 3�% whereas the { applicant's proposal is for a ground coverage of 39 %, or' 4% over the:.maximum'A _ allowed. Field investigation discloses no basic objection to this request: F. There is a mixture of residential uses in this block although it is _,zoned commercial. The proposed development will provide a 23 foot deep yard area 3 and additional property will be provided for the off -street parking`` F' In consideration of the above findings, the Board of Zoning recommends the granting of the appeal to relax the standards of Chapter 60:24•`of, the Legis- lative Code to permit the proposed structure to be erected on the above described property. $.
