Is owner of the subject real estate ' in thp• City of Saint Paul ane '0 Wows: p -t of Lam+ ,.D2 oJ� �1X• �a #'r,4 .s.g}}',uruo�; RESOLVED, that, upon and pursuant to the pertinent Appeal, under the Zoning Code, by the Church Home of Minnesota, as owner of the subject real estate situate in the City of Saint Paul and described as follows: part of Lot 91 and all of Lots 92 through 97, Union Park, the provisions of said Zoning Code hereby are determined and varied as and to the extent necessary therefor, and the building set -back line for said premises in respect cf the north line of Feronia Avenue, upon which the same abut, hereby is established as a line drawn across said premises parallel thereto and 25 feet distant from said north line of said Feronia Avenue, and special permits hereby are granted unto said Appellant for the reconstruction and extended use-of the Church Home on said premises,-so as to provide for the increase of the present 70 bed capacity of the same to 140 bed capacity, and for the installation, maintenance, and operation, on said premises, of a 27 -car capacity off - street private parking facility, in conjunction with said Church Home as so reconstructed and increased in bed capacity, in accordance with the approved plan therefor herewith filed, and subject to said Appellant's compliance, othemise, with all applicable provisions of ordinances, statutes, and rules and reglations of public authorities having cognizance. O'Connell City Clerk Building Dear Madam: September 18, 1963 This is in the matter of The Church Home of Minnesota's 1) appeal to increase their facilities to a 140 bed capacity, 2) appeal to establish a 25 foot building line setback and 3 application for a permit for a 27 car off - street parking facility on property located on the north side of Feronia Avenue be- tween Lynnhurst Avenue and Dewey Street which is described as part of Lot 91 and all of Lots 92 thru 97 Union Park. The property is zoned "C" Residence. ; The Church Home,with a total occupancy of 70 beds, has occupied this site since 1935 and it is proposed to remove three of the existing structures and replace them with one semi- fireproof building with an ultimate capacity of 140 beds. The property has a curvilinear frontage of approximately 760 feet on the east side of Lynnhurst Avenue, the north side of Feronia Avenue and the west side of Dewey Street and an area of approximately 70,000 square feet. To the north and fronting on Dewey Street are single - family residences and to the north and fronting on Lynnhurst Avenue is a large rooming house; south and across Feronia Avenue are single - family residences; to the east and across Dewey Street is a parking lot; and to the west and across Lynnhurst Avenue are single - family residences. Because of the curvilinear street front- age and varying lot depths, the Building Department recommended that a building line setback be established by an appeal. Field investigation discloses no basic objection to the proposed expansion, nor to the 25 foot building line setback as requested as it appears to be a reasonable and realistic one. The Traffic Engineer has approved the parking lot plan which meets the standards for this type of facility. In consideration of the above factors, the Board of Zoning recommends the granting of the above outlined appeals, and the parking lot permit in accord- ance with plans approved August 15, 1963. FE 2 -5401 \ The Honorable Mayor and City Council City Clerk Room 386 - City Hall and Court House St. Paul, Minnesota Honorable Sirs: Acting upon behalf of our clients, the Church Home of Minnesota, at Feronia Avenue and East Lynhurst Avenue in St. Paul, Minnesota, and as directed by them to act as their agent, we respectfully submit the following Zoning Appeal as prescribed in Section 60.15 of the St. Paul Legislative Code. Part of Lot 91, The Church Home of Minnesota presently occupies Lots/92, 93, 94, 95, 96 and 97, Union Park Addition, and have since 1935 so occupied the property as a Church Home with a total present occupancy of 70 beds housed in five structures, four of which are of wood frame construction. It is proposed in this appeal to e� move by demolition, three of the frame structures and replace them with one semi - fireproof building conforming to all newly en- acted codes relating to this type of occupancy and having accommodations or,L00speds at the presently proposed stage with two future wings that would establish an ultimate capacity of 140 beds. The remaining separate wood frame structure would continue o be used as a staff building, being removed as the ultimate plan is developed. Due to the inadequacy of the present facilities to provide safe and comfortable accommodations for the guests of the Home and the increasing number of applications for residency, we earnestly request your favorable consideration of this Appeal. We also request your consideration of a minimum front set -back of 25 feet which would be applicable to the southwest corner of the new building with respect to the front property line on East Lynhurst Avenue, as indicated on the Plot Plan for the development of the site.
