Doctor Barr asked me to transmit this bill to you in the hope that you may be able to facilitate its passage through council endorse- ment if possible, or if not through your own individual action. Also, to inform Mr. Karth, our representative from the Fourth Dis- trict of Minnesota, and Senators Humphrey and McCarthy that this bill is important to us, and to the state of Minnesota. That the enactment of this bill will be of great help in controlling air pollution in our area as well as the-state of Minnesota. He would also appreciate it if a resolution is passed that a copy of it be also sent to Congressman Ancher Nelsen who is favorably interested in the passage of such a7bill. I have discussed the matter of the proposed state bill on air pol- lution with Mr. Woodward a few days ago and he said that the bill should be ready within a day or two, and that it will be sent directly to you. Unfortunately the back page shows through on the Thermo -Fax, but I am sure that you will find it readable and usable until additional printed copies are avail- able. For your information, the State and Territorial Health Officers Executive Committee has requested that air pollution grants to local health departments and other local agencies and individuals be transmitted through the State health department. The basic reason for this is that such makes it possible for more complete and better planning on a Statewide basis in which all levels of government and voluntary agencies are involved. I am informed that Congressman Ancher Nelsen attended the hearings on H.R.4415. It is suggested that copies of any suggested action on the part of persons from Minnesota be transmitted to him as well as the Congressman from the local district and to Senators Humphrey and McCarthy. A copy of the survey, entitled "An Appraisal of Air Pollution in Minnesota," conducted by the Minnesota Department of Health and the United States Public - Health Service October 1959 - July 1960 and published in January 1961, was upon its completion forwarded to the Minnesota Senators an 'Congressmen.
