Provided that in turn the City is granted the easements needed (sewer, utilities and sidewalk). 2. The existing lantern street laght located in the vacated portion of Capitol Heights (South of Robert) is removed before construction begins, and at the petitioner's cost. 3. The petitioner moves Xcel Energy Electric facilities per agreement. 4.
