Section 1. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts, Height Dis-

amended, be and the same is hereby further amended so as to rezone the following'

Dear Madam:
This is in the matter of the petition of Keith Ewy to rezone from "B" to
"C" residence property located on the southeast corner of Westminster Street
and Hawthorne Avenue which is described as Lots 1, 2 and 3, Clark Sub -
division of Lots 4 & 5, Bass' Acre Lots.
On January 18, 1963, the Commissioner of Finance reported the petition
sufficient with the owners of 10 of a possible 14 (71.40) tracts of land
within the prescribed 100 foot radius having signed the petition. The sub-
ject property is vacant and at the street grade. As indicated in the peti-
tion, it is proposed to develop the site with an eleven -unit apartment
building. The property consists of three 42.79 foot platted lots having a
depth of 110 feet resulting in an area of 14,121 square feet. East and
across an unimproved public alley are several vacant lots which front on
Hawthorne Avenue; north and across Hawthorne Avenue are single - family resi-
dences which fronton Westminster Street; west and across Westminster Street
is the right -of -way of T. H. 35E; south and across an unimproved public
alley are several single - family residences which front on Maryland Avenue.
Field investigation discloses that this property would adapt itself well to
single--and two - family residential use as would the properties adjoining to
the east which is the use recommended by the Proposed Land Use Plan. The
reclassification of this property would constitute "spot zoning" and would
establish a use which would be incompatible with the existing area uses.
The Board of Zoning considered this matter at their regular meeting on
February 7, 1963 and recommend the denial of the petition to rezone the
above described property to a "C" residence district.

To whom it may concern,
I would like to rezone lots 1, 2, and 3, of Clarke's sub - division
of lot 4 and 5 Bass acre lots from zone "B" to zone "C ".
I would like to have a brick building 48, x 65' erected on these
lots. It will contain 10 -1 bedroom apts. and 1- 2 bedroom apt.
for my own use, as I will be living in this building and taking
care of it. There will also be an off - street parking space for
12 cars.
The lots overlook state -held land and the new freeway. The
building would be facing west on Westminister , one block north of
Maryland.
The building front will be given a colonial appearance by the use
of white pillars and shutters.
I would like to start construction in the spring.
