RESOLVED, that R. Birnberg & Sons, Inc., be permitted to
install and operate a �0 -car off- street parking lot at the southeast
corner of University Avenue and Vandalia Street, on the Northwesterly 1/4
of Lot 92, Hewitts Out Lots, First Division, in accordance with plan
therefor, approved February 21, 1963, including, among other things,
the installation of a bumper height fence along the inside sidewalk
line of the subject premises and subject to compliance by the
permittee with all applicable provisions of State statutes and municipal
ordinances.

The City Council requested that you prepare a resolution granting the
attached application of R. Birnberg & Sons, Inc. for permit to install
and operate a 10 -car off - street parking lot at the southeast corner of
University Ave. and Vandalia St., also described as the NW'ly u of Lot 92,
Hewitt's Outlots, First Division, in accordance with plan approved
February 21st, 1963, and subject to the condition that a bumper height
fence be constructed along the inner edge of the sidewalk adjoining the
parking lot facility, as indicated on the plan.

Dear Madam:
This is in the matter of the application of R. Birnberg 8 Son for a
permit to install and operate a 10 -car off - street parking lot on pro-
perty located at the southeast corner of University Avenue and Vandalia
Street which is described as the Northwesterly 1/4 of Lot 92, Hewitt's
Outlots, First Division. The zoning is light industry.
•A portion of the site is developed with a bar and restaurant, the
balance as a parking lot which is integrated with a parking lot on the
adjoining property to the east with the only means of ingress and egress
being from University Avenue. It is proposed to separate this parking
facility on the subject property from the lot adjoining to the east, and
to construct a new driveway onto Vandalia Street. The parking lot has a
frontage of approximately 70 feet on the east side of Vandalia Street
and extends to a depth of 40 feet resulting in an area of 2,800 square
feet. The surrounding area is developed primarily with industrial and
commercial uses.
Field investigation discloses no basic objection to the proposal. The
Traffic Engineer has reviewed and approved the plan which meets the
standards for this type of facility. A bumper- height fence s1i6ul3_be"con-
structed along the inner edge of the sidewalk adjoining the parking lot
facility as indicated on the plan.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for a 10 -car off - street parking lot on
the above described property in accordance with the plan approved
February 21, 1963 with the stipulation that the bumper- height fence be
constructed as above mentioned.
