Dear Madam:
This is in the matter of the appeal of the Saint Paul Cement Works to construct
an addition to a non - conforming use on property located on the north side of
Lafond Avenue between Chatsworth and Milton Streets, which is described as Lots
13 to 16 inclusive, Block 1, Chatsworth Street Addition and is zoned "B" resi-
dence.
In 1924 the Council authorized the construction of an office building in connec-
tion with the applicant's business. This building is located at the northeast
corner of Chatsworth Street and Lafond Avenue in a "B" residence district. In
1955 the Council reclassified the north one -half of the applicant's property to
a light industrial district. The subject property is developed with a concrete
products manufacturing plant which was established prior to the enactment of the
Zoning Code in 1922. The property has a frontage of 296.37 feet on the north
side of Lafond Avenue and 249.78 feet on Chatsworth Street. The Chatsworth
Street frontage is divided by a 15 foot platted alley which is not opened. The
total area of the subject property is approximately 74,000 square feet, half of
which is classified in the "B" residence district. It is proposed to construct
a 14 foot addition to the plant for enlargement of the concrete product kilns.
This addition would be constructed on Lots 13 through 16, Block 1, Chatsworth
Street Addition which fronts on Lafond Avenue and are in a "B" residence zone.
Section 64.03, par. b of the Legislative Code permits the applicant to request
Council authorization for extension of the existing non - conforming use. This
must be secured before the necessary permits may be issued.
Field investigation discloses that the surrounding area has, in the past ten
years, been developed with substantial single - family residences and some multi-
family uses. The House of the Good Shepard immediately adjoins the subject
property to the east, and the industrial uses are to the north.
The Board of Zoning considered this matter at their regular meeting on February
7th and due to the length of time this business has been operating in this area,
it is the recommendation of the Board that this appeal be granted.

Please be advised that St. Paul Cement Works, Inc., a Minnesota cor-
poration, is the owner of all of Block 1, Chatsworth St. Addition to the City
of St. Paul, according to the plat thereof of record and on file in the office
of the Register of Deeds in and for the County of Ramsey and State of Minnesota.
This land is and was continuously used for the manufactf concrete blocks

a non - conforming use. Lots 1 thru 9, inclusive, Block 1, are zoned for industrial
usage, and Lots 10 thru 18, inclusive, Block 1, that is, the south half of this
block, are zoned for B- Residential usage.

Chatsworth S A dition. The St. P Cement Work proposes to construct a
small addition on to its building, according to -the attached diagram, which
would carry the building no nearer to the front street line, which is Lafond
Avenue, but would square off the front of the building to the east. The area
to be constructed would be used as a so- called drying room for concrete blocks
and would not involve the usage of any machinery in this portion of the building,
except the use of fork -lift trucks used to transport the blocks on pallets in
and out of the building.
It is requested that pursuant to Section 64.03 (b), permission be
granted to extend this non - conforming use as to Lots 13 thru 16, inclusive,
Block 1, Chatsworth St. Adc1tion to permit the addition to the building herein -
above set forth.
