RESOLVED, upon the appeal, under the Zoning Code,
by Richard J. Coverdale, owner of the subject real property,
situate in the City of Saint Paul on the north side of Waltham
Avenue between Prior Avenue and Dewey Street, described as
Lot 30, Union Park Addition, that the density standard provisions
of said Zoning Code hereby are determined and varied to the extent
necessary therefor, and that a permit hereby is granted for the
construction and maintenance of a 10 -unit apartment building
on said premises, and that a special permit hereby is granted
for the installation and maintenance of a 10 -car private off -
street parking facility thereon, in contunction with said
proposed apartment building, in accordance with plans dated
January 30, 1963, and approved February 7, 1963, subject to said
owner's compliance with all applicable ordinances and State
statutes.

Dear Madam:
This is in the matter of Richard Coverdale's 1) appeal to relax the density
standards and 2) application for a permit to install and operate a 10 car private
off - street parking lot in conjunction with a proposed 10 unit apartment building
on property located on the north side of Waltham Avenue between Prior and Dewey
Avenues, which is described as Lot 30, Union Park Addition. The zoning is "C"
residence.
The property is vacant and irregular in shape with a frontage of 50 feet on
Waltham Avenue; a width at the rear of the property of 40 feet and an average
depth of 228 feet resulting in an area of approximately 9,655 square feet. Be-
cause of the deficiency of 345 square feet in the area, it is necessary to secure
Council authorization for the construction of a ten -unit building.
East and across a platted alley are the rear yards of single and two - family resi-
dences which front on Dewey Avenue; west and adjoining is a large two - family
residence, farther to the west are multi - family residences; to the south and
across Waltham Avenue are railroad tracks; north and across a platted alley are
the rear yards of two - family and multi - family residences which front on Feronia
Avenue.
Field investigation discloses no basic objection to the requested relaxation as
the area consists of mixed residential uses ranging from single to multi - family
uses. The proposed use would be in keeping with the Proposed Land Use Plan and
the amount of the deficiency is slight. The Traffic Engineer has approved the
parking lot plan which meets the standards for this type of facility. The pro-
posal meets the building ground coverage standards.
In consideration of the above factors, the Board of Zoning recommends the
granting of 1) the appeal to relax the density standards to permit a ten unit
building, and 2) the application for a permit for a 10 cdf- offtstreet'Barking lot
on the above described property in accordance with plans dated January 30, 1963
and approved February 7, 1963.

I,Richard J.Coverdale,wish to request permission to build
a ten unit apartment house on Lot 30,Union Park Addition to
St.,Pau1.I am appealing under Legislative Code Chapter 64.03.
The above property is at present a vacant lot consisting of
g,bbOsq.feet located lblock east of Prior Ave.,and north of
and adjacent to the main line R.R.tracks in a block that is
now zoned C residence.The adjacent properties are at present
occupied by older homes used as rooming houses and multiple
housing of marginal standard.The area needs new construction.
In order to keep costs down it is necessary to use the
most economic plan possible,the ten unit plan.This was only
arrived at after careful study.
I wish to thank you for your consideration in this
matter. This site is on Waltham Ave. 1 blk.east of Prior with
an alley bordering it's east and north sides.
