O'Connell City Clerk Building Dear Madam: i This is in the matter of the petition of the Higbview Nursing Home Inc. to rezone from "A" to "C" residence property located on the south side of Irvine Avenue approximately one block east of Western Avenue which is des- cribed as Lots 23, 24, 25, 26, Block 86, Dayton & Irvine's Addition. On January 31, 1963, the Commissioner of Finance reported the petition sufficient with the owners of 13 of a possible 19 (68.47fo) tracts of land within the required 100 foot radius having signed the petition. The pro- perty is vacant, and it is proposed to develop it with a nursing and rest__ home as stated in the applicant's petition. The subject property has a frontage of 232 feet on the south side of Irving Avenue and extends to a depth of 145.5 feet resulting in an area of approximately 33,756 square feet. To the east and fronting on Irvine Avenue are single- family resi- dences; west and across an unimproved public alley is an old, single - family residence; north and across Irvine Avenue are the rear yards of residences fronting on Summit Avenue, also a few scattered single - family homes; south and fronting on Pleasant Avenue is a two - family residence, two vacant lots which will be integrated with the subject property for purposes of ingress and egress to the nursing home facility, a single and one four - family residence. Field investigation discloses no basic objection to the proposed use as it appears this use would be compatible with the existing area uses. However, it is the opinion of the staff that rezoning for apartment development would not be compatible with the area uses and therefore objectionable. The Board of Zoning considered this matter at their regular meeting on February 7, 1963 and recommend the granting of the petition to rezone the above described property to a "C" residence district.
