07-234Suspension — 3/07/07 Council File # 07-234 GreenSheet# 3057550 ESOLUTION NT Pr4UL.,AANVNH�OTA Presented 1 A RESOLUTION ESTABLISHING SUPPORT FOR S.F. 960/H.P. 1097, 2 LEGISLATION RESTORING LOCAL CONTROL OVER LOCAL AFFAIRS BY PERMITTING 3 LOCAL GOVERNMENT TO PROVIDE ACCESS TO HEALTH CARE BENEFITS AT THEIR 4 DISCRETION TO CATEGORIES OF PEOPLE BEYOND EMPLOYEES, SPOUSES, AND CHILDREN 5 6 WHEREAS, the City of Saint Paul has an interest in reducing uncompensated health care costs and 7 improving access to health insurance; and 8 9 WHEREAS, a primary source of affordable health insurance coverage is through the benefits offered to the 10 employees of the City; and 11 12 WHEREAS, current state law restricts the City's ability to offer employee benefits, including health caze 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 x��s coverage, to family members beyond a spouse or minor child; and WHEREAS, hundreds of Minnesota's private sector employers have expanded the definition of "dependenY' to allow other household members to be covered in employee benefits programs, including 3M, Medtronic, General Mills, Best Buy, IBM, Tazget Corporation, Mayo Clinic, Travelers and Xcel Energy; and WHEREAS, the City of Saint Paul risks losing talented and well-trained employees to the private sector due to the inability to offer comparable benefits packages; and WHEREAS, legislation introduced in the Minnesota Senate and Minnesota House would remove this restriction and allow local units of government to determine what benefits packages work best for their employees, as well as remain competitive with private sector employers; therefore BE IT RESOLVED, that the City of Saint Paul supports S.F. 960/H.F. 1097, legislation that allows local units of govemment to exercise local discretion in defining "dependents" for the purpose of employee benefits programs.
