WHEREAS, pursuant to ordinances of this City of
Saint Paul and resolutions of the Council thereof, reflecting
the needs of community safety and civil defense, the Bureau of
Civil Defense, in conjunction with both state and national
programs, has proceeded to stock public fallout shelters with
foodstuffs and other supplies, expenditure of funds for said
provisioning of public shelters having been authorized by
Council File No. 209717; and
WHEREAS, matching funds have been secured from the
United States Government, as relates to expenses for personnel and
labor force; and
WHEREAS, approximately one -fouih of the total pro-
visioning units, as planned, are now stocks in public shelters
and Federal provisioning activities are presently projected for
the next four years, creating a need for continuing activity in
this capacity by the Bureau of Civil Defense; and
WHEREAS, public fallout shelters are hereby recognized
as an integral part of the national, state, and local Civil
Defense Program; and - --r
WHEREAS, it has been recommended by the Director of the
Bureau that stocking and provisioning activities be continued,
based on the efficient use of donated trucks, Ramsey County work
relief clients and City - County Workhouse inmates and permanent
and temporary staff of said Bureau; now, therefore, be it
RESOLVED; That in recognition of the need and desirability
for providing public fallout shelters and provisions and supplies
therein to accommodate-as many of the citizens of the City of
Saint Paul as possible, and further recognizing the necessity of
periodic inspection and replacement of such supplies and provisions
as a part of a realistic Civil Defense Program, the Council of the
City of Saint Paul authorizes and empowers said Director of the
Bureau of Civil Defense to continue the expenditure of monies from
the funds of said Bureau to advance and support the provisioning and
Locking ro ram a an integral part of the Saint Paul Civil Defense
