RESOLVED, upon the separate appeals under the Zoning
Code, by Richard Gerlach, owner of the subject real property
situate in the City of Saint Paul at the southeast corner of
Ramsey Street and Western Avenue, described as Lots 20 through
24, Block 2, Whitacre, Brisbane 8 Mullins' Subdivision, having
a frontage of 246 feet on the s.outh line of said Ramsey
Steeet and 123.23 feet along the east line of said Western
Avenue, with an area of 30,376 square feet, that the provisions
of said Zoning Code hereby are determined and varied as and to
the extent necessary therefor, and that the several permits
sought upon said appeals hereby are granted, to -wit: that a
permit hereby is granted for the establishment and maintenance
of a building setback line for the proposed multiple housing
building to*be constructed on said premises seven feet - southerly
therefrom and parallel to the south line of said Ramsey Street
that a special permit hereby is granted for the construction
and maintenance, on said premises, of said proposed multiple
housing building, to consist of 11 stories representing a
height of 120 feet and to incorporate 80 separate housing units,
and that a special permit hereby is granted for the installation
and maintenance on said premises of a presently proposed 97 -car
capacity off - street parking.facility in conjunction with said
proposed 80 -unit apartment building; that said special permits
hereby are granted to said appellant as such owner of said
premises, subject to his compliance, otherwise, with all
applicable ordinances and State statutes.
RESOLVED FURTHER, that the aforesaid real property is.an
integral,part of a plot of land in the single ownership which
embraces the same together with the west 33 feet of Lot 26, and
that part of Lisbon*Street vacated and adjoining the west 33
feet of Lot 26, Block 7, Whitacre, Brisbane 8 Mullins' Subdivision.

ject property is located at the southeast corner of Ramsey Street and unimproved
Western Avenue and is described as Lots 20 through 24, Block 2, Whitacre
Brisbine 6 Mullins Subdivision. The subject property also includes the west
33 feet of Lot 26, and that part of Lisbon Street vaca#tedcarid adjoining the
west 33 feet of Lot 26, Block 2, Whiteacre Brisbine 6 Mullins Subdivision which
fronts on the north side of Oakland Avenue. All of this property is classified
in the "C" residence district and has been since-1922.
Field investigation discloses that the subject property is unique in character
because of its unusual topography and relation to adjoining streets as well as
being on the side hill of a natural bluff which separates the SummittAvenue area
from the lower West Seventh Street district.
Until recently this property was developed with two (2) single - family residences
and one two - family house. Two of these structures-have been removed, and the
third one will be. The property has a,frontage_of 246.5 feet along the south
side of Ramsey Street and 123.23 feet along the east side of unimproved Western
Avenue resulting in an area of 30,376 square feet. The surrounding area land
uses are predominately single and two — family in nature with the exception of the
University Club some distance to the west.
The proposed development will exceed the existing density sneiar_dc wh; �h- p.��mit

density was unrealistic and that..a maximum density of 60 units would be proper
for this type of development, providing that the building does not cover more

Please amend our recent appeal filed in behalf of Richard Gerlach
with respect to relaxation of density standards to permit an 80 unit
apartment building on lots 20, 21, 22, 23, and 24, block 2, Whitacre
Brisbine and Mullins, sub. , etc. , as follows:
Mr. Gerlach has obtained an option on lot no. 26 which fronts. Oakland
Avenue. With the addition of this property, our total available land
area will be increased by approximately 4700 sq,. ft. This will increase
the ratio of unit to land by approximately 60 sq. ft. per unit.

Please consider this 60 sq. ft. in addition in considering this appeal.
We have also instituted ,action _to_have the 12 food al ey abutting this
property vacated. If this action is successful, this, would add an
additional 1500 sq. ft. to the available property.

stories. Parking for 75 cars will be' accomodated in a su -grade garage
with access and egress from the alley at 'the south of the property. The
roof of the garage will-be edevelop"ed fo use as a plaza with paved areas
and planting. Visitor parking for 18 cars is designed at the street level.

Dear Madam:
This is in the matter of the application of Richard Gerlach to
install a 97 car off - street parking facility in conjuction with
an 80 unit high -rise apartment building. The subject property
is situated at the southeast corner of Ramsey Street and Western
Avenue and is classified in the IICII residence district.
The applicant's plan provides 85 parking spaces by means of an
underground parking ramp and 12 open -air spaces directly off
Ramsey Street. The Traffic Engineer and Planning Board staff
have reviewed the proposed facility and find same to meet all of
the requirements of the off - street parking ordinance. On Febru-
ary 7, 1963, the City Council granted the applicant variances in
the height limitations, density requirements and setback require-
ments. Attached is a copy of the Zoning Board's letter dated
January 31, 1963, covering this proposal in detail and which
recommends approval of this project in its entirety.

dwelling opposity my property, shutting off my south view
and air,not to mention what this would add to the already
heavy traffic on this hill. ,

January 31st, I cannot attend the meeting but hope this
letter will represent me and my position,in this matter.
