The subject property is situated on the east side of Duluth St. between Lawson & Cook Aves. and is classified in the light industrial di- strict. It- should be mentioned that the City Council granted an informal approval of this application on October 30, 1963. It is proposed to develop the site with a 31 -unit, 2 -1/2 story apartment building with an off - street parking lot accessory to the apartment build- ing for 31 cars. Field investigation discloses that the area is entirely developed with one - and two - family residence uses and that it would be desirable to have the subject property developed as such. However, because the property is classi- fied in the light industrial district it could actually be developed for industrial purposes and, therefore, the apartment proposal would be a more desirable use. The site has a street frontage of 97.2 ft. along Duluth St. and extends 320 ft. in depth resulting in an area of 31,104 sq. ft. Because of the narrow accessible street frontage for a tract of this size and its extreme depth it cannot be divided into reasonable one- or two - family residence lots and, therefore, lends itself best to multi- residence use. The Traffic Engineer and Planning Board staff have reviewed this matter and recommend approval of this application with the stipulation that the adjoin- ing public alley as platted be graded and surfaced from Duluth St. to the point of ingress and egress to the parking lot in accordance with all city regulations and specifications of the Public Works Department and, further, that said grading and surfacing be done at the applicant's expense. In view of the above finding the Board of Zoning at its October 10, 1963 meeting recommended approval of the 31 -car off - street parking lot request as the proposal meets the density standards of the Zoning Code for multi- family residential use and would be desired over an industrial use whic at-I I -1- City Clerk--- November 219 1963` t; Re:.
