4 WHEREAS, the City of Saint Paul has approved the foilowing items as a part of its 2008 Federal
5 Legislative Priorities; now, therefore, be it

7 RESOLVED, that the Ciry of Saint Paul lists its 2008 Federal Legislative Prioriries, as follows
8 1. Fund for Strategic Acquisition and Rehabilitation of Housing—Invest Saint Paul:
9 2. City Programs for After School and School Release Time – Second Shift Initiative:
10 3. Saint Paul Emergency Services Interoperable Communications Integration:

28 FINALLY RESOLVED the City of Saint Paul also advocates:
29 ➢ Full funding of the Community Development Block Grant program (CDBG) in order to help
30 improve and revitalize urban areas;
31 ➢ Full funding of the public housing program in FY08 and future years, as well as other key federal
32 housing programs;
33 ➢ Restoration of Brownfield grants funding in order to protect the jobs and health of Saint Paul
34 residents;
35 ➢ Department of Homeland Security First Responder grants, provided directly to local agencies,
36 rather than through a block grant to the State;
37 ➢ Restoration of previously reduced funding and adequate support for local law enforcement
38 programs, including $900 million for the Byme-JAG program;

39 ➢ And telecommunications law revisions, including the preservation of local authority to manage
40 public rights of way, continuing to permit local govemment to facilitate advanced communications
41 services to citizens through local franchise agreements, reaffirming local government's ability to
42 provide public safety services over the communications system, and recognition of local
43 governmenY s role in promoting universai access to a full range of communication services.
