Dear Madam:
This is in the matter of the application of Alexander M. Barac for a permit
to install and operate a 91 car off - street parking lot accessory to a 91 unit
apartment development on property located on the west side of vacated McAfee
Street, north of Maryland Avenue which is described as Lots 1 thru 5, Block 3
and all that part of vacated McAfee Street lying adjacent to Lots 1 thru 5,
Block 3 and Lots 12 thru 16, Block 2, and the east one -half of vacated McAfee
Street lying adjacent to Lots 10 and 11, Block 2, all being in Brenner's 2nd
Addition. This property was rezoned to. "C" residence on January 26, 1963.
The subject property was formerly part of the overflow area for Lake Phalen
and is an "L" shaped tract of land consisting of five platted lots and a portion
of recently vacated McAfee Street. It has a frontage of 30 feet on the north
side of Maryland Avenue and extends north a distance of 170 feet to a rectangular
tract of land measuring 323.45 feet by 275 feet for a total area of approximately
93,950 square feet. It is proposed to consolidate the subject property with the
property immediately adjoining to the east which is being developed for apartment
use. South and adjoining and fronting on Maryland Avenue is a recently constructed
single - family residence and a Jehovah Witness Assembly Hall; west and adjoining
is the Northern Pacific Railroad' right -of -way and trackage; north and adjoining
is low, swampy land classified in the "A" residence district; east and adjoining
is the applicant's property which is being developed with several apartment
buildings.
Field investigdion discloses no basic objection to this proposal as the land
was rezoned for this purpose and it is in accordance with the proposed Land
Use Plan. The proposal meets the standards for density and building ground
coverage. The.Traffic Engineer and the Planning Board staff have reviewed the
plans which meet the standards for this type of facility, and recommend appro-
val. Catch- basins will be provided in the parking lot for drainage.
In consideration,of the above factors, the Board of Zoning recommends the
granting of the application for a 91 car off- street parking lot on the above
described property in accordance with plans approved October 24, 1963.
