RESOLVED, upon and pursuant to the appeal, under the Zoning
Code, by William C. Reeves, Jr., as owner of the subject premises located
on the north side of Atwater Street between Farrington Street and Western
Avenue, in the City of Saint Paul, more particularly described as Lots 10 and
11, Block 3, Alabama Addition No. 2, that the provisions of said Zoning Code
be and the same hereby are.determined and varied, as and to the extent
necessary therefor and that a special permit hereby is granted to said
appellant for the construction, maintenance, and operation, on said premises,
of a presently proposed 10 -unit apartment building and a 10 -car capacity
off - street parking facility accessory to such apartment building, according
to approved plans revised November 5, 1963, and filed herewith; and that,
as and to'the extent necessary therefor, the density standard requirements
of said Zoning Code, applicable in ordinary cases,,hereby are dispensed;
that, otherwise, said permitted uses shall conform to applicable requirements
of municipal ordinances, State statutes, and rules and regulations of public
authorities having cognizance; and that said permit shall attach to and run
with the land. .

This is in the matter of William Reeves Jr.'s 1) appeal to relax the
density standards of Chapter 60.24 of the Legislative Zoning Code, and
2) application for a permit to install and operate a 10 car off- street _
parking facility accessory to a proposed ten -unit apartment building to
be constructed on property located on the north side of Atwater Street
between Farrington Street and Western Avenue which is described as Lots
10 and �11, Block 3, Alabama Addition # 2. This property was rezoned to
a t'C" r6sidence district on October 5, 1963.
The site is vacant and has a frontage of 77 feet on the north side of
Atwater�Street extending to a deptb of 124.8 feet, resulting in an area
of approximately 9,609 square feet. The subject property is approximately
400 feet short of the required 10,000 square feet, therefore it is necess-
ary to secure Council approval for the ten units proposed. The surround-
ing area land uses consist of vacant land and single - family residences.
Field iniestigation discloses no basic objection to the proposal as the
land wasyrecent�y rezoned for ,this purpose. As the amount of the deficiency
in area is approximately 47o, the granting of the re"laxation,.as requested
would beiin keeping with the purpose and intent of the Ordinance. The
Traffic Engineer has approved the plan which meets the standards for this
type of facility. The proposal meets the standards for building ground
coverage;
In consideration of the above factors, the Board of Zoning recommends
1) the granting of the appeal to relax the density standards of Chapter
60.24 of the Legislative Code to permit a ten -unit apartment building
on the site, and 2) the granting of the application for a permit to in-
stall and operate a ten -car off- street parking lot on the above described
property in accordance with plans approved October 10, 1963 as reflected
in revise plans dated November 5, 1963.
