O'Connell City Clerk Building Dear Madam: This is in the matter of Maurice and Rachel Lotterman's 1) appeal to relax the building ground coverage standards of Chapter 60.24 of the Legislative Zoning Code, and 2) application for a permit for a 12 car toff- street parking lot in conjunction with a proposed 12 unit apart- ment building to be constructed on property located at the southwest corner of Juno and Cleveland Avenues which is described as Lots 1 and 2, Mulliken's 2nd Addition. The property is zoned "C" residence. i The site, which is developed with two single- family residences, has a frontage of 112.32 feet on the west side of Cleveland Avenue and 130.55 feet on the south side of Juno Avenue resulting in a total area of approximately 14,663 square feet. It is proposed to remove the two structures and construct a 12 unit apartment building which will occupy `397o of the ground area. Inasmuch as this proposal exceeds the allowable bbuilding ground coverage of 35jo, it is required to secure Council appro- `al. West and across a platted alley is a single - family residence which fronts on Juno Avenue; north and across Juno Avenue is a single - family residence which fronts on Cleveland Avenue; east and across Cleveland Avenue is Saint Catherine's College campus; south and adjoining is a single- family residence fronting on Cleveland Avenue. The applicant's revised parking lot plan meets all of the standards and the recommend - ations of the Traffic Engineer and the Planning Board staff. I In consideration of the above factors, the Board of Zoning recommends the granting of the appeal to relax the building ground coverage stand - ards of Chapter 60.24 of the Legislative Code, and the granting of the permit for a 12 car off- street parking lot on the above described property in' accordance with plans approved October 10, 1963 as feflected in revised plans dated October 14, 1963.
