LOSS May %, 1963 COMMISSIONER 1�ATF WHEREAS, It is recognized that the provision of adequate park and recreation facilities is an obligation of all echelons of government; and WHEREAS, The increased leisure time of our citizens is a critical sociological problem of high density populated urban areas; and WHEREAS, Sound urban renewal planning principles include land use categories for parks and recreation purposes; and WHEREAS, The City of St. Paul, Minnesota, recognizes the responsibility it has for providing park and recreation areas and opportunities; and WHEREAS, The Congress of the United States has recognized the growing need for adequate space for healthful and recreational pursuits in urban re- newal areas by introducing legislation to effect same; now therefore, be it RESOLVED by the City Council of the City of St. Paul, Minnesota, that it memorialize the Congress of the United States of America to give favorable consideration to Senate Bill number 9 of the 88th Congress, which is a bill to encourage the utilization, consistent with sound urban planning, of land included within urban renewal areas for parks, playgrounds, or other recrea- tional facilities, and the City Clerk is directed to convey this resolution to Senator Harrison Williams, Jr., of New Jersey, author of said bill.
