Hon. Council
City of Saint Paul
Gentlemen:
This Department has inspected the site at 1129 Osceola Avenue
where the owner, Agnes Koehler, has requested the Council
for permission to erect a six foot fence on the rear of her
property.
Our inspector advises that this will be a six foot redwood
fence and he can see no objections to its erection.
It is therefore recommended for favorable action.
Yours truly,
A ed H. Schroeder

Gentlemen:
This is a request for permission to build
the rear of the property of the home of
1129 Osceola Avenue - -St, Clair Short Line
2. She has owned and resided in this ho me
I am making my home with heri
a six -feet redwood fence in
my mother, firs. Martha Koehler,
Addition, Plat 1, Lot 12, Block
since 1923 when it was built.
The fence is for privacy purposes. Since there is already a wire fence
on the boundary lines, this redwood fence would be built just inside of
the wire fence on each side of the property. Builder's plans call for
only a section of the yard to have this fence to blend in with land-
scaping plans of bushes eto. The cost of such a fence will be #430.
My mother, an older woman, who is under doctor's care, must be able to
enjoy a certain amount of privacy in her back yard. There are six
children in the neighbor's family on one side and five children in the
family on the other side of us - -all pre - school and school age. Naturally,
this number attracts many more children until it looks like recess time
on a school playground. A swimming pool is set up inches away from the,
boundary line of the lot -- exciting, of course, but not conducive to any
kind of enjoyment of one's property, particularly when the children
become rude, boisterous, and uncontrolled. Nerve wracking, also, to
an older adult.
Since I am a teacher at Central High School, constantly associated with
young people in extra - curricular activities, I am constantly aware that
a certain amount of discipline must be continually exerted. I would
dislike to spend my hours after school disciplining the neighbor's
children. Since sections of redwood fencing would out off the audience
that children love, we feel that we will have privacy and peace of mind.
I hope that you will give this request favorable attention and oonsidera-
tione
I would also appreciate your informing me whether this request will
automatically be referred to the proper person for a builder's permit
or whether I should do this myself.
Sincerely yours,
(Mis Agnes Koeh
