O'Connell City Clerk Building Dear Madam: This is in the matter of the•Hillcrest Development Company's application for a permit to install and operate an off - street parking lot on property located on the south side of College Avenue and the north side of Tenth Street between St. Peter and Wabasha Streets. The property is described as all of Lots 3, 4, 5 and 9, the west 30 feet of Lot 2 and that part of Lot 10 lying southwesterly of a line 140 feet from and parallel to the southwesterly line of Wabasha Street, all being in Block 2, Bazil & Guerin's Addition. The zoning is commercial. A portion of the site is developed for off - street parking purposes in connection with an office building at the south- west corner of College and Wabasha Streets. The portion of the subject property which takes its frontage off Tenth Street has recently been cleared of a building. It is proposed to rearrange and enlarge the existing parking facility to provide parking for approximately 122 cars. The subject property, has a frontage of 180 feet on the south side of College Avenue and ex- tends to a depth of 150 feet; it also has a frontage of 60 feet on the north side of Tenth Street and extends to a depth of 150 feet which results in a total site area of 36,000 square feet. To the west and adjoining are apartment buildings which front on Tenth and St. Peter Streets; to the east and adjoining are var- ious commercial uses; north and across College Avenue is vacant land; south and across Tenth Street are commercial uses. Field investigation discloses no basic objection to the proposal.; however, a catcb -basin should be provided in approximately the center of the lot to handle the surface -water run -off. The Traffic Engineer approves the plan which meets the standards for this type of facility. In consideration of the above factors, the Board of Zoning re- commends the granting of the application for a permit to install and opera4e a 122 car off - street parking lot on the above described propertu subject to the installation of the catch -basin as recommended and in accordance with plans approved March 13, 1963.
