RESOLVED, that Hillcrest Development be permitted to install
and operate a 122 -car capacity off- street parking facility on Lots
3, 4, 5, and 9, the west 30 feet of Lot 8 and that part of Lot 10
lying southwesterly of a line 140 feet from and parallel to the south-
westerly line of Wabasha Street; in Block 2, Bazil and Guerin's
Addition to Saint Paul, located on the south side of College Avenue
and the north side of Tenth Street between St. Peter and Wabasha Streets,
in accordance with plans approved Mard.h 13,1963, subject to compliance
with the provisions of all ordinances and State statutes governing the
_,- operation of parking lots, and subject, further, to the conditions that
said permittee and its assigns shall provide and maintain, in accordance
with specifications provided by the Commissioner of Public Works, a
suitable catch basin and drain located approximately at the center of
said premises, for the drainage of surface waters therefrom, and that

no commercial vehicle shall be parked thereon.

The City Council requested that you prepare a resolution granting the
attached application of Hillcrest Development Co. for permit to install and
operate an off-street parking lot for 122 cars on Lots 3, 4, 5 and 9, W. 30
feet of Lot 2 and that part of Lot 10 lying SW'ly of a line 140 feet from and
parallel to the SW'ly line of Wabasha St., in Block 2, Bazil & Guerin's Addition,
on the south side of College Ave. and the north side of Tenth St. between St.Peter
and Wabasha Sts., in accordance with plans approved March 131 1963, and subject
to the further conditions that a catch -basin and'drain be provided in approxi-
mately the center of the lot to handle the surface water run -off, said installa-
tion to be made under the supervision and to the satisfaction of the Commissioner of
Public Works, and further, that no commercial vehicles shall be parked on the lot.

Dear Madam:
This is in the matter of the•Hillcrest Development Company's
application for a permit to install and operate an off - street
parking lot on property located on the south side of College
Avenue and the north side of Tenth Street between St. Peter
and Wabasha Streets. The property is described as all of Lots
3, 4, 5 and 9, the west 30 feet of Lot 2 and that part of Lot 10
lying southwesterly of a line 140 feet from and parallel to the
southwesterly line of Wabasha Street, all being in Block 2,
Bazil & Guerin's Addition. The zoning is commercial.
A portion of the site is developed for off - street parking
purposes in connection with an office building at the south-
west corner of College and Wabasha Streets. The portion of
the subject property which takes its frontage off Tenth Street
has recently been cleared of a building. It is proposed to
rearrange and enlarge the existing parking facility to provide
parking for approximately 122 cars. The subject property, has a
frontage of 180 feet on the south side of College Avenue and ex-
tends to a depth of 150 feet; it also has a frontage of 60 feet
on the north side of Tenth Street and extends to a depth of 150
feet which results in a total site area of 36,000 square feet.
To the west and adjoining are apartment buildings which front on
Tenth and St. Peter Streets; to the east and adjoining are var-
ious commercial uses; north and across College Avenue is vacant
land; south and across Tenth Street are commercial uses.
Field investigation discloses no basic objection to the proposal.;
however, a catcb -basin should be provided in approximately the
center of the lot to handle the surface -water run -off. The
Traffic Engineer approves the plan which meets the standards for
this type of facility.
In consideration of the above factors, the Board of Zoning re-
commends the granting of the application for a permit to install
and opera4e a 122 car off - street parking lot on the above described
propertu subject to the installation of the catch -basin as
recommended and in accordance with plans approved March 13, 1963.
