WHEREAS, Pursuant to,Chapter 315 of the 1945 Session Laws of the State
of Minnesota, and Saint Paul City Council Resolution No. C.F. 134643, approved
October 31, 1945, the City Council approved and adopted a plan for city streets
reaching and meeting the enlarged Capitol Ground- Area,•a plan hereinafter
identified as the Capitol Approach Improvement Plan, and
WHEREAS, Said Capitol Approach Improvement Plan was duly approved on
November 2, 1945, by the State Veterans Service Building Commission which
found that the said plan as adopted by the City Council of Saint Paul provides
for streets that meet, continue, coordinate with, integrate with, harmonize
with, and conform to, the streets of the said Capitol Grounds as enlarged
pursuant to the plan adopted by said Commission, and
WHEREAS, Said Capitol Approach Improvement Plan included a boulevard on
a line from the State Capitol ,to the Cathedral of-St. Paul from the vicinity
of the State Capitol to the vicinity of Summit Avenue at Dayton Avenue, said
boulevard to be so designed as to serve not only as a transportation facility,
but also to have unusual aesthetic appeal in harmony with the general appear-
ance of the enlarged and beautified Capitol grounds, and
WHEREAS, Said boulevard under Resolution No. C. F. 172130, Ordinance
No. 10485, dated March 16, 1955, has been named officially by the City
Council as John - Ireland Boulevard, and

WHEREAS, The completion of said John'±lreland86ulevard has been deferred
in recent years by the necessity to integrate its planning and construction
with interstate highway planning and construction in the area, and
WHEREAS, The planning prdcesses have now reached a point where the pro-
posed character of traffic use should ba.defined and designated on said John
Ireland Boulevard, and
WHEREAS, The intent of those preparing the aforesaid Capitol Approach
Improvement Plan and concept has, from its inception, been to characterize
and maintain a special appearance and aesthetic quality on John Ireland Boule-
yard and in keeping with the appearance of the rest of the enlarged and beau-
tified Capitol grounds, and

WHEREAS, Despite a proposed parkway appearance and maintenance, the
special character and orientation of meeting and connecting streets and high-
ways make reasonably necessary a limited use of the boulevard by certain types
of commercial vehicles, and
WHEREAS, One standard and common type of parkway classification in Saint
Paul is one permitting certain limited use by some commercial vehicles
NOW, THEREFORE, BE IT RESOLVED, That the Council hereby approves the
designation and maintenance of John Ireland Boulevard from Dayton Avenue to
Wabasha Street as a city parkway and also as a commercial vehicle route
limited, however, to a maximum vehicle gross weight of 30,000 pounds, and
BE IT FURTHER RESOLVED, That the necessary ordinances to accomplish the
foregoing be prepared and introduced forthwith.
