RESOLVED: That the Purchasing Agent beg and he is hereby authorized with the consent of the
Mayor and,the Comptroller., to purchase from E,, J. PENNIG CO*, 650 tons= more or less accord-
ing to requirements, Bituminous plant Mixes during period between April 16 and May 1, 1963
(when the new City Asphalt -Plant is scheduled to begin operation): at a cost of approx.
$ 3500000, without advertisement or competitive bids pursuant to Section 291 of the Charter
of the City of St. Paul, there being no adequate competitive source of supply this is `
declared to be an emergency and failure to act promptly would work hardship to the best
