RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR INVESTMENT INITIATIVE PROGRAM FUNDS
FOR PROJECTS IN WARD 4
1 WHEREAS, on December 12, 2007 the Neighborhood STAR Board reviewed proposals
2 from Hamline Midway Coalition for Greenspirit Community Gazden Improvements and Snelling Avenue
3 Mosiac Planters and by District Council 13 for Marshall Avenue Lighting & Business District Improvements;

6 WHEREAS, the proposals provide for capital improvements that will make for significant safety
7 and aesthetic improvements to these neighborhoods; and

9 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these
1 o activities by providing a total of $52,784 from the W azd 4 Neighborhood Investment Initiative Program
11 allocation; and

13 WHEREAS, because these proposals are of substantial community significance, a waiver of the
t4 STAR Guidelines in regards to the matching fund requirement is recommended and,

16 WHEREAS, work on the Marshali Avenue Lighting & Business District Improvements began on
17 September l therefore expenditures occurring after this date sha11 hereby quahfy for fundmg;

19 NOW, THEREFORE, BE IT RESOLVED that upon recommendation of the Mayor, pursuant to
2o Section 10.07.4 of the City Charter, the City Council does hereby amend the 2007 budget for
21 the N.I.I.P. program in the following manner:
