WI3EREAS, Michael F. Driscoll has served the Cirizens of the City of Saint Pau1 with
distinction for more than thiriy-five yeazs; and
WfIEREAS, Michael was born in Saint Paul, and shares a family history with the City of
Saint Paul dating back to the 1850's; and
WHEREAS, Michael graduated from UCLA in 1964 with a Bachelor of Arts in Political
Science; and
WHEREAS, Michael served in the Peace Corps in Ethiopia from 1964 to 1966 and the
United States Army from 1967 to 1969; and
WHEREAS, from 1473 to 1980 Michael worked for the St. Paul Municipal Court, and
during such time clerked for the Honorable William Fleming and received his Juris Doctor attending
Wiliiani Mitchell College of Law; and
WHEI2EAS, Michael served on the staff in the Minnesota Senate's Office of Senate Counsel
from 1980 to 1983; and
WHEREAS, from 1983 to 1988, Michael served on the Board ofDirectors of the Saint Paul
Intervention Project, two years of which he served as Board President; and
WAEREAS, Michael warked as an Assistant City Attorney of the Office of the Saint Paul
City Attorney for 24 years, where he provided 3%z years oflegal service as the Chief Prosecutor and
21 years of legal service as general counsel for the Saint Paul Public Housing Agency; and
WHEREAS, Michael's development of policies and procedures in the area of federal
subsidized housing has enabled the Saint Paul Public Housing Agency to provide superior services
and accommodations to those in need; and
WHEREAS, Michael F. Driscoll has given outstanding service and dedication to the City
of Saint Paul, its departments and its citizens, ihrough wise and direct advice and vigorous
representation of the City and of the Public Housing Agency in Minnesota district, state and federal
courts; and
NOW THEREFORE, BE IT RESOLVED, that the Council, on behalf ofthe City of Saint
Paul and its citizens, expresses its deepest thanks and appreciation to Michael F. Driscoll, Assistant
City Attorney, for an exemplary cazeer in public service.
45 BE IT FURTT3ER RESOLVED, that the Council, on behalf of the City of Saint Paul and
46 its citizens, declares December 19, 2007 to be "MiCH.aEL F. DRISCOLL DAY" in the City of Saint
Paul in recognition of this gentleman's unpressive achievements.
