COUNCIL RESOLUTION - GENERAL FORM
FIOUNCIL NO. � .J -32
RESOLVED, that, pursuant to the request of the Board
of Ramsey County Commissioners, submitted by and through the
Ramsey County Auditor, the City Architect hereby is authorized and
directed to make an adequate survey of the presently operated
Ancker Hospital and appurtenances and furnish a report thereon to
this Council in regard to the feasibility of the use of the same
for the now proposed nursing home of the Ramsey County Welfare
Board of the City of Saint Paul and the County of Ramsey from and,
after the discontinuance of the present use of the same for hospital
purposes, more particularly as outlined in the pertinent letter dated
January 24, 1963, addressed by the Executive Director of said County
Welfare Board to the Chairman of the Welfare Committee and Chairman
of the Hospital Facilities .Building Commission, a copy of which
letter is herewith filed.

The Ramsey County Welfare Board has considered the need
for additional nursing home beds for the aged and disabled recipi-
ents of Public Assistance. The Board, at its meeting on June 5,
1962, voted to submit a request early in 1963 to the Board of County
Commisr -,hers and the City Council for the use of the old Ancker
Hc,_tp. :ility at such time as the new Ancker Hospital is.oc-
cupied and the old buildings are vacated.
The County Welfare Board, at its meeting on January 22,
1963, instructed the Secretary to submit this request to you,as
Chairman of the Hospital Facilities Building Commission and the
Welfar- =ittee to the Board of County Commissioners, to permit
the R;.. : ounty Welfare Board to be given first consideration in
planning for the future use of the old Ancker Hospital buildings
at such time as they are vacated.
The County Welfare Board is concerned with the increas-
ing need for nursing home beds and the mounting costs in privately
operated institutions for patients who require nursing care.
It is the consensus of the Members of the County Welfare
Board, since it is given the responsibility for providing nursing
home care for an ever - increasing number of aged and disabled, that
it will be necessary to develop additional public facilities to
meet this need. It will, no doubt, be necessary to determine what
building or buildings may be suitable for nursing care. The Board
proposes that a careful survey be conducted in order to make this
determination.
The Welfare Board respectfully requests that you present -
its request through the Honorable Mayor Vavoulis, Chairman of the
Board of County Commissioners and President of the City Council,
since title to this property is in both the City and County govern-
- ments. "
