WHEREAS, In the matter of the construction of th&jrpro-
posed Short Line Road, the best interests of the public and
the efficient use of streets and highways in the City of
Saint Paul dictate that the Lincoln Avenue Bridge over the
Short Line tracks of the Chicago, Milwaukee, Saint Paul and
Pacific Railroad Company be abandoned, dismantled and re-
moved,a_in4 Cul de Sacs constructed on Lincoln Avenue at the
east side of said Railroad Bright -of -way and the west side of

WHEREAS, Notice of the proposed abandonment „ dismantling
and removal of said bridge has been given by mail to all owners
of property assessed for the original construction of said
bridge and, on the date specified in said notices, a public
hearing having been held to consider the abandonment, dismant-
ling and removal of said bridge and the Council having duly
considered the same; now therefore, be it
RESOLVED, That the Lincoln Avenue Bridge over the Short
Line tracks of the Chicago, Milwaukee, Saint Paul, and Pacific
Railroad Company be abandoned, dismantled and removed and that
the Commissioner of Public Works be and he is hereby ordered
to have- such--plans and specifications prepared as necessary
for the abandonment, dismantling and removal of said bridge
and to present said plans and specifications to the Council ford
approval at such time that construction of the Short Line Road
will be approved; and be it further
RESOLVED, That the Commissioner of Public Works be directed
to negotiate with the proper officials of said Railroad Company,
concerning an agreement between the City of Saint Paul and said
Railroad Company for the abandonment, dismantling and removal
of said bridge, as well as Railroad and Warehouse Commission
approval thereof.

Dear Sir:
I insist that this letter be read at the hearing to be held at 10 :00
o'clock A. M. Feb. 5, 1963 in the Council Chambers of the City Hall
and Court House in the matter of:
abandoning, dismantling, and removal*of the Lincoln Avenue
bridge over the Short Line tracks of the Chicago, Milwaukee,
St. Paul and Pacific Railroad Company.
Pedestrians in this area need this bridge, or some other access from
Lincoln Avenue to Grand Avenue and points West.
Many older women living alone in this area do not,&in cars and walk to
the supermarket on Grand and Syndicate. We use the Lincoln Avenue bridge,
then used the footpath on the west side of the Railroad. I walk to work
and home over the Lincoln Avenue bfiidge.
Without the bridge, in order to go WEST, we would be obliged to walk
EAST to Dunlap, Cross Dunlap, then West up Grand Avenue - 2 or more
extra blocks distance. Carrying groceries this additional distance is
a hardship for elderly people without cars.
If the bridge on Lincoln Avenue is removed, it is urgent that some
sort,,of walk be constructed between Lincoln Avenue and Grand Avenue,
if not a foot - bridge across the tracks on Lincoln Avenue. The present
pedestrian plank walks on the Lincoln bridge could be used to con-
struct at least a part of this walk.

P. S. We now have a lot of children and youths cr6ssing through our
yards on their way to school. It seems much of this could be avoided
with a walk along the tracks East of the railroad. Many times my gates
have been left open by these trespassers.
