That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated or deteriorating area appropriate for an urban renewal project and that the undertaking by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, of surveys and plans for an urban renewal project of the character contemplated by Section 110(c) of Title I in the \P–roposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, to finance the planning and under- taking of the proposed Project. 3. DELANEY Treasurer The Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, has heretofore submitted an Application for Advance of funds from the United States to undertake the General Neighborhood Renewal Plan in the Cathedral Area. A General Neighborhood Renewal Plan envisions a study of larger areas in which one or more projects will be undertaken. On June 22, 1962, the United States approved this Application with an Advance of Funds for Planning in the amount of $14,518.00 as a result of the representations of the Urban Renewal Administration, the Metropolitan Improvements Committee, the Housing and Redevelopment Authority to the Board of Education respecting the under- taking of the Project I of the Cathedral Area which is the Vocational - Technical School Site. With respect to timing it has been necessary for the Authority to - (1) Approve a Revised Application for Planning Advance for the entire Cathedral General Neighborhood Renewal Plan requesting an increase in the grant of $14,518.00 to $49,444.00. This increase represents a consultants' fee for providing aid and assistance in the prepara- tion of the General Neighborhood Renewal Plan, and (2) the submission of an Application for Survey and Planning Advance for Project I in the area in the amount of $138,018.00 representing consultant's fees, cost of appraisal and other planning services preparatory to entering into the acquisition of Project I Site. _717 Honorable Mayor and City Council -2- January 31, 1963 Both the revised General Neighborhood Renewal Plan submission and the Survey t and Planning Application for Project I require approval and concurrence of the City Council prior to their submission to the Urban Renewal Administration. That the proposed Urban Renewal -Area described above is a slum, blighted, deteriorated or deteriorating area appropriate for an urban renewal project, that the development of such Area for predominantly nonresidential uses is necessary for the proper development of the community, and that the under- taking by the Housing'and Redevelopment Authority of surveys and plans for ari urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the Housing and Redevelopment Authority to finance the planning and undertaking of the proposed Project. 3.
