DEHN, Valuation Engineer J.- WILLIAM DONOVAN Assistant Valuation Engineer FOREST W. CROWLEY, Valuation Technician CITY OF SAINT PAUL BUREAU OF VALUATIONS 286 City Hall Saint Paul 2, Minnesota 0 8 January 17, 1963 The Honorable George J. Vavoulis, Mayor, and Members of the City Council of St. Paul Gentlemen: Pursuant to the request of the City Council, I submit the following in explanation of the_motion "to amend the side- walk assessment roll identified as Contract-'60 -M -209, District No. 3, Levy .No. 6. The City Council on December 21, 1962, ratified the subject assessment roll by its resolution C.F. 210492. Subsequent to the ratification -of said assessment roll it was discovered that Lots 16 and 17, Block 26, Beaver Lake Heights (listed as 2021 Bush Avenue) did not receive long side aid in the computation of the assessment. A single family residence is located on the subject property and the new sidewalk was constructed adjacent to the long side of Lot 17. The property is, therefore, eligible to receive a long side adjustment for the sidewalk and this was the intention at the time of the hearing on the final order. A majority of the other properties abutting this improve- ment did receive long side aid for the sidewalk; and I, therefore, recommend that the assessment for the subject sidewalk against said Lots 16 and 17, be amended and that long side-aia be provided this property. if Very truly yours, Eltor A. Dehn Valuation & Assessment Engineer CAi pl 4 -4612 .Y a MOTION I move that the City of St. Paul assessment roll regard- ing sidewalk assessments, Contract 60 -M -209, District No. 3, Levy No. 6, be amended by reducing the assessment of benefits against Lots 16 and 17, Block 26, Beaver Take Heights, by the sum of $135.52 so that the total benefit assessed against said lots shall be.no more than the sum of $191.72, such amendment being necessary to give ef- fect to the rue.intent and purpose of the Council and the Commis- sioner of Finance and to correct an inadvertent error in failing to provide relief to said lots as contemplated by Laws of Minnesota for the year 1959, Chapter 330, and ratified by Council File No. 192216, approved May 2, 1959; and that the Council's prior resolution,-Coun- cil File No. 210492, approved December 21, -1962, ratifying and con- firming assessments of benefits in said matter be reconsidered only in respect to said Lots 16 and 17, Block 26, Beaver Lake Heights, and only for the purpose of ratifying and confirming such amended amount to said assessment roll and the ultimate assessment of bene- fits against said Tots 16 and 17, resulting from such necessary amendment. I further move that the breakdown showing the above amend- ment in detail be inserted in the assessment roll in accordance with the itemized statement attached to the resolution and that the City's share of the sidewalk cost be provided in the usual manner. I further move that the Council's action upon such re- consideration be deferred to January 30, 1963, and that notice by mail be given to the owner of.said Lots 16 and 17 in kespect to the public hearing hereby fixed to be held by the Council at 10:00 o'clock a.m. on said 30th day of January, 1963. ffil Itemized Statement of Costs for Construction of Sidewalk on East Side of Ruth Street Abutting Lot 17, Block 26, Beaver Lake Heights LEN'L 411 Mono - 101.52 wr. ft. x 51 = 507.60 sq. ft. ® $ .42 Excavation - 12.25 cu. yds. ® 2.00 Trees - Roots removed (3) ® 2.50 Exp.
